This study investigates the impact of recent biology education reforms implemented within Rural NHS Trust schools, addressing persistent gaps in student attainment, engagement, and practical inquiry skills in science as observed over the past five years. The context centers on secondary schools serving predominantly rural communities with limited access to laboratory resources, where reform initiatives aimed at inquiry-based learning, biology content alignment with national standards, and teacher professional development were introduced through a district-wide reform program in 2021–2023. The aim is to evaluate (i) how reform elements influence student achievement in biology, (ii) changes in student engagement and scientific reasoning, and (iii) the fidelity and perceived effectiveness of professional development and curriculum materials. The study adopts a mixed-methods design underpinned by analytical realism, drawing on the theoretical lenses of the Theory of Planned Behavior to explain teacher adoption of reform practices and the Constructivist Learning Environment model to interpret student engagement and learning gains. The population comprises 12 Rural NHS Trust secondary schools, 120 biology teachers, and approximately 4,800 students aged 14–16. A stratified random sample will select 9 schools, 90 biology teachers, and 3,600 students. Quantitative data will be collected through standardized biology achievement tests aligned with the reform objectives, administered at baseline (pre-implementation) and at the end of two academic years, along with a structured survey measuring teachers’ attitudes toward reform, self-efficacy in delivering inquiry-based instruction, and observed instructional practices using a validated rubric. Contributions to knowledge include (1) empirical evidence on the effectiveness of biology education reform within a rural NHS Trust context, (2) a robust, multi-method evaluation framework for policy-driven curriculum reform in secondary biology, and (3) insights into how professional development and resource supports translate into classroom practices and student outcomes in resource-limited environments. The study informs policymakers, school leaders, and teacher educators on scalable strategies for sustaining reform, including targeted professional development, resource optimization, and structured implementation timelines. The main conclusion is that reform effectiveness hinges on high-fidelity implementation, contextual alignment with rural school realities, and ongoing professional learning; recommendations emphasize targeted support for teachers, investment in laboratory and field-based learning opportunities, and continuous monitoring using integrated data systems to guide iterative improvements in biology education within rural NHS Trusts.
