Digital democracy initiatives at urban scales promise to enhance participatory governance, transparency, and service delivery, yet evidence on their effectiveness remains fragmented across city contexts. The study addresses the problem of uncertain impact and sustainability of municipal e-governance platforms in fostering citizen engagement, inclusivity, and governance legitimacy within the City of Metropolis. It advances understanding of how digital channels influence citizen participation, policy responsiveness, and administrative accountability in a mid-sized urban setting undergoing rapid technocratic modernization. The aim is to evaluate the effectiveness, mechanisms, and constraints of the City Council’s digital democracy initiative as an urban e-governance model. Specific objectives are (1) to map the digital democracy ecosystem, including platforms, stakeholders, and user practices; (2) to assess citizen engagement levels and perceived inclusiveness across socioeconomic and demographic groups; (3) to examine the relationship between digital participation and policy responsiveness, using case-specific governance outcomes as indicators; (4) to identify institutional, technical, and socio-cultural barriers to sustained digital democracy; and (5) to develop an evidence-based framework for improving digital democracy practices in similar urban contexts. Methodologically, the study adopts a mixed-methods design anchored in a convergent parallel approach. The population comprises residents of Metropolis, council staff, and elected representatives. A stratified random sample of 600 residents, reflecting age, income, education, and digital access, will be surveyed to capture broad citizen experiences with digital platforms. In addition, 40 semi-structured interviews will be conducted with officials from the City Council’s Digital Services Unit, the IT department, and department heads involved in participatory budgeting, along with 20 focus groups (8–10 participants each) stratified by neighborhood, to capture contextual nuances. Data collection instruments include a standardized citizen survey with validated scales for digital literacy, perceived inclusiveness, and trust in government; interview guides exploring governance processes, platform usability, and decision-making pathways; and focus group prompts addressing local concerns and platform impact. Validity and reliability will be ensured through pilot testing, triangulation, and inter-coder reliability checks for qualitative analyses. Analytical techniques will integrate quantitative and qualitative strands. Descriptive statistics and multivariate regression will examine associations between digital participation and perceived governance responsiveness, controlling for demographics and digital access. Structural equation modeling (SEM) will test a theoretical model linking platform usability, perceived legitimacy, and policy responsiveness. For qualitative data, thematic analysis will identify recurring patterns in stakeholder experiences, barriers, and facilitators, supplemented by content analysis of platform logs to quantify participation modes (read, comment, vote, submit proposals). A conceptual model drawing from Technology Acceptance Model (TAM) and Institutional Analysis and Development (IAD) will guide interpretation, alongside theories of digital citizenship and deliberative democracy. Key expected findings include (i) differential engagement levels across age, income, and digital proficiency, with underrepresented groups experiencing access barriers; (ii) a positive association between perceived inclusiveness and governance legitimacy, but with diminishing returns beyond certain participation thresholds; (iii) evidence that timely feedback and visible policy iterations enhance trust and sustained use of digital channels; (iv) institutional constraints—data silos, legacy processes, and limited interoperability—impeding full realization of digital democracy; and (v) recommendations for design improvements, governance protocols, and capacity-building that elevate inclusivity and accountability. The study contributes to knowledge by empirically integrating citizen-centric digital governance with organizational and sociopolitical dynamics in a real-world city, offering a transferable framework for assessing and strengthening urban e-governance initiatives. It provides a practically grounded model of how digital democracy interacts with policy responsiveness, legitimacy, and equity, underpinned by TAM and IAD theory. The findings will inform municipal policy, platform design, and citizen engagement strategies in comparable urban contexts seeking to institutionalize digital democracy for improved governance outcomes. The main conclusion emphasizes that sustained digital democracy requires alignment of technical usability, procedural transparency, and inclusive citizen participation within adaptable institutional arrangements, and it recommends iterative platform redesign, explicit accountability mechanisms, targeted outreach to marginalized communities, and ongoing capability development for staff and elected officials.
