Evaluating Governance and Sustainability in Coastal Fisheries Co-operatives: A Case Study

Thesis Abstract

Coastal fisheries are vital to the socio-economic stability and food security of coastal communities, yet their sustainability is increasingly threatened by governance challenges, over-exploitation, and environmental degradation. This study investigates the governance structures and sustainability practices of coastal fisheries co-operatives within the Gulf of Aquilia, aiming to identify the factors influencing effective governance and the long-term viability of these organizations. The primary objective is to evaluate the extent to which existing governance frameworks support sustainable fishing practices, economic resilience, and stakeholder participation. Specific objectives include analyzing the relationship between governance mechanisms and sustainable resource management, assessing member perceptions of co-operative transparency and accountability, and proposing strategic interventions to enhance governance effectiveness. Employing a mixed-method research design, the study integrates both qualitative and quantitative approaches to provide a comprehensive understanding of governance and sustainability issues. The population comprises all registered coastal fisheries co-operatives within the Gulf of Aquilia, totaling 35 organizations. A stratified random sampling technique selected 15 co-operatives, and within each, a sample of 10 members was randomly chosen, culminating in a total sample size of 150 members for quantitative surveys. In addition, key informant interviews were conducted with 10 co-operative managers and government fisheries officials to gather nuanced insights into governance structures and policy environment. Data collection instruments included a structured questionnaire measuring governance attributes (e.g., decision-making, transparency, accountability), sustainability indicators (e.g., resource renewal rates, economic stability), and member perceptions, as well as semi-structured interview guides. Validity and reliability of the instruments were ensured through expert review, pilot testing, and Cronbach’s alpha testing, yielding reliability coefficients exceeding 0.7. Quantitative data were analyzed using descriptive statistics, correlation analysis, and multiple regression analysis to identify predictors of sustainability outcomes. Thematic analysis was employed for qualitative interview data to uncover salient themes regarding governance challenges and opportunities. The anticipated results are expected to reveal significant correlations between participatory governance mechanisms and sustainable resource management, with transparent decision-making processes positively influencing member commitment to sustainability initiatives. Regression analysis is projected to identify key governance variables—such as accountability and stakeholder engagement—as significant predictors of organizational resilience and environmental performance. The study also anticipates uncovering underlying governance deficiencies, including limited stakeholder participation and inadequate enforcement of regulations, which undermine sustainability objectives. This research contributes to the theoretical understanding of co-operative governance within the fisheries sector by integrating principles from New Institutional Economics and Social Capital Theory, providing a nuanced framework for analyzing governance efficacy in communal resource management. Empirically, it fills a gap in context-specific knowledge on fisheries co-operatives in developing economies, offering evidence-based recommendations for policymakers, co-operative leaders, and community stakeholders to enhance governance structures and promote sustainable fishing practices. The main conclusion underscores the importance of strengthening participatory governance, improving transparency, and fostering stakeholder collaboration to ensure the sustainability of coastal fisheries co-operatives. Recommendations include developing capacity-building programs for co-operative members, establishing clearer accountability mechanisms, and promoting policy frameworks that incentivize sustainable practices. The study concludes with suggestions for future research exploring longitudinal impacts of governance interventions and the integration of ecosystem-based management approaches to further enhance sustainability outcomes in coastal fisheries.
