Transit-Oriented Development (TOD) has emerged as a pivotal strategy for aligning urban growth with sustainable transportation, housing affordability, and resilient land-use patterns, yet its implementation and outcomes vary markedly across global cities with different governance contexts, market dynamics, and transit service levels. This study investigates how TOD influences urban form, accessibility, and socio-economic equity in a cross-city comparative framework, addressing the problem of inconsistent TOD performance and the need for transferable governance and design guidelines. The aim is to identify critical determinants of TOD success, delineate the conditions under which TOD yields tangible benefits, and generate learnings for policy and practice that are generalizable beyond individual city contexts. Specific objectives include (1) comparing TOD implementation processes and governance arrangements in five globally representative cities (Stockholm, Singapore, Toronto, São Paulo, and Melbourne); (2) assessing the impact of TOD on accessibility to employment and services using measured transit catchment metrics and travel-time analyses; (3) evaluating changes in land-use mix, housing density, and non-motorized mobility within TOD precincts through longitudinal GIS-based indicators; (4) examining equity dimensions by analyzing changes in housing affordability, displacement risk, and access to opportunity for lower-income groups; and (5) constructing a transferable decision-support framework for TOD planning grounded in empirical evidence and theory.
