This study investigates how Transit-Oriented Development (TOD) shapes urban structure, accessibility, and socio-economic outcomes across major global cities, addressing the problem of mixed evidence on TOD effectiveness in diverse urban contexts. The aim is to compare TOD performance across cities with varying governance, density, and transport maturity to identify consistent determinants of success and context-specific modifiers. Specific objectives are (1) to evaluate changes in housing affordability, land value capture, and mixed-use intensity around TOD nodes; (2) to assess changes in multimodal travel behavior, commute times, and transit accessibility; (3) to examine social equity implications, including displacement risk and access for low-income residents; (4) to analyze governance arrangements, financing mechanisms, and policy coherence that influence TOD outcomes; and (5) to develop a transferable framework for diagnosing TOD effectiveness under different urban conditions. The study adopts a cross-sectional comparative design, using a mixed-methods approach to integrate quantitative travel behavior and land use data with qualitative governance insights. The population comprises residents living within 1 kilometer of TOD nodes in ten global cities selected to represent diverse typologies New York, Singapore, London, Tokyo, Copenhagen, Bogotá, Lagos, Mumbai, Sydney, and Berlin. A stratified random sample of 1,000 households per city (total N=10,000) will be surveyed to capture household accessibility, housing choices, and socio-economic characteristics. In-depth semi-structured interviews will be conducted with 60 city planners and local transport authorities to illuminate policy instruments, financing arrangements, and governance challenges. Secondary data will include node-specific land value, building density, and ridership statistics from city planning departments and transit agencies for the five-year period preceding the study. Quantitative analysis will employ multiple regression models to quantify the relationships between TOD intensity (measured by transit proximity, floor area ratio, and mixed-use index) and outcomes such as housing affordability (price-to-income ratio), land value increments, and modal share changes (bus, rail, walking, cycling). Structural equation modeling (SEM) will be used to test a theoretical framework linking governance capabilities, financial viability, social equity, and TOD performance. Qualitative analysis will apply thematic analysis to interview transcripts, coding for governance regimes, funding tools (tax increment financing, development contributions, and public–private partnerships), and policy coherence. A convergent mixed-methods approach will integrate quantitative and qualitative findings to produce a comprehensive understanding of TOD impacts. Expected findings include (a) TOD node performance varies significantly by city context, with higher housing price amplification and density gains in high-density, well-regulated markets, while price pressures and displacement risk are greater in rapidly urbanizing cities with weaker social protection mechanisms; (b) stronger governance coherence and explicit social equity safeguards correlate with more equitable access gains and mitigated displacement; (c) multimodal accessibility improvements show consistent gains near TOD nodes, but travel time reductions depend on surrounding network quality and feeder transit integration; (d) financial viability is enhanced where value capture tools align with long-term transit commitments, though over-reliance on speculative land development may undermine equity goals. The study contributes to knowledge by developing a transferable TOD diagnostic framework that captures cross-city variability in governance, finance, and equity outcomes, enriching theory around place-based transit investments and urban development. Policy implications include design principles for equitable TOD, recommendations for financing instruments aligned with social objectives, and governance arrangements that promote policy coherence across transport, land use, and housing sectors. The conclusion emphasizes that TOD effectiveness hinges on integrated planning and-contextualized governance, with scalable indicators for ongoing monitoring and adaptive management. Recommendations focus on implementing equity safeguards, establishing transparent value capture mechanisms, investing in complete transit-led networks, and adopting a standardized TOD evaluation toolkit to facilitate cross-city learning.
