Thesis Abstract

Transit-oriented development (TOD) presents a strategic approach to aligning transport accessibility with land-use intensification in Copenhagen’s Local Business Districts (LBDs). This study addresses the problem of whether TOD practices within Copenhagen’s LBDs effectively promote sustainable urban growth, enhanced accessibility, and mixed-use vitality while mitigating congestion and environmental spillovers. The aim is to evaluate the extent, mechanisms, and outcomes of TOD implementations across selected LBDs to inform policy and planning practice. Specific objectives are (1) to map TOD interventions (infrastructure, zoning, incentives) implemented in Copenhagen’s LBDs over the last decade; (2) to assess changes in accessibility, pedestrian friendliness, and modal split using pre- and post-intervention indicators; (3) to analyze impacts on land use mix, intensity, and microeconomic activity, including retail vitality and office occupancy; (4) to identify governance, financing, and stakeholder collaboration conditions that enable or constrain TOD effectiveness; and (5) to generate a policy-oriented framework for optimizing TOD outcomes in Nordic metropolitan contexts. The research adopts a mixed-methods design combining explanatory sequential and multi-level analyses. The study population comprises transit nodes, LBDs adjacent to Copenhagen’s metro and major tram corridors, and stakeholder groups including municipal planners, developers, business associations, and commuters. A purposive sample of 12 LBDs is selected based on TOD intensity, data availability, and representativeness of mature, mid-stage, and nascent TOD areas. Quantitative data will include transit accessibility metrics, land-use data, office and retail occupancy rates, footfall counts, and mode share from municipal records, real-time sensors, and national travel surveys for the periods 2010–2024. A survey of 600 commuters and 120 business stakeholders will capture perceptions of accessibility, safety, and business vitality. Qualitative data will be gathered through 40 semi-structured interviews with planners, developers, and business association leaders, and 6 focus groups with residents and commuters. Data collection instruments will be triangulated and pilot-tested to ensure validity and reliability, with Cronbach’s alpha targets above 0.7 for survey scales and content validity confirmed by expert panels. Data analysis will proceed in three stages. First, descriptive and inferential statistics (paired t-tests, difference-in-differences where feasible, and regression analyses) will quantify changes in accessibility, travel behavior, land-use mix, and economic activity. A hierarchical linear model will assess multi-level effects of TOD interventions on business vitality, controlling for neighborhood sociodemographic factors and external shocks. The study will explicitly integrate and test two theoretical lenses (a) the Space Syntax framework to interpret spatial configurations and movement patterns, and (b) the Institutional Theory of TOD governance to explain how formal and informal institutions shape implementation outcomes. Expected findings include (i) heterogeneous TOD outcomes across LBDs, with mature TOD areas showing higher pedestrian flows, greater retail mix, and improved office occupancy but with spillover effects such as rising rents in some subareas; (ii) stronger positive associations between integrated land-use planning and multimodal accessibility and between dedicated TOD financing mechanisms and project delivery speed; (iii) critical governance factors—clear interagency coordination, stable funding, and community engagement—that mediate TOD effectiveness; and (iv) evidence that proximity to high-frequency transit correlates with higher retail vitality and daytime footfall, while nighttime safety perceptions influence weekend activity patterns. The study contributes to knowledge by advancing a context-specific, empirically grounded TOD assessment in a Nordic city, bridging transport planning, urban economics, and governance scholarship. It offers a policy framework for optimizing TOD in Copenhagen and similar metropolitan regions, emphasizing scalable indicators, governance arrangements, and finance models. The main conclusion is that TOD can materially improve accessibility and urban vitality in Copenhagen’s LBDs when paired with coherent land-use policies, robust multi-stakeholder governance, and stable funding mechanisms. Recommendations include adopting standardized TOD performance dashboards, formalizing cross-departmental TOD steering bodies, pursuing mixed-use incentives that balance residential and commercial growth, and integrating resilience and equity considerations into TOD planning to ensure inclusive urban transformation.
