This study investigates how Transit-Oriented Development (TOD) configurations influence local economic resilience in medium-sized urban regions undergoing rapid transit expansion. The context is underpinned by policy shifts toward higher-density, mixed-use development around rail and bus rapid transit corridors, with resilience framed as the capacity of local economies to absorb shocks, adapt to changes in demand, and recover swiftly from disruptions. The aim is to quantify the causal pathways through which TOD attributes—pedestrian accessibility, mixed land use, housing affordability, and transit frequency—affect employment stability, business turnover, and income diversity during normal conditions and perturbations such as economic downturns or service interruptions. Specific objectives are (i) to identify TOD design features most strongly associated with local economic resilience indicators; (ii) to estimate the relative contribution of accessibility, land-use mix, and housing affordability to business continuity and job retention; (iii) to test whether micro-scale streetscape and permeability variables mediate the TOD–resilience relationship; and (iv) to develop a practical TOD assessment framework for regional planning practice. The methodology adopts a mixed-methods, explanatory sequential design. A cross-sectional quantitative phase will survey 420 firms and 600 residents across three TOD precincts and two control areas lacking dense TOD features, chosen within a 60-kilometer metropolitan region in a European country. The study contributes to knowledge by integrating resilience theory with TOD performance metrics, operationalizing a robust, transferable TOD resilience framework, and offering empirical evidence on how transit-led development shapes local economic stability in the face of disruption. Policy implications include prioritizing high-frequency, pedestrian-oriented TOD corridors, ensuring affordable mixed-use development to sustain business in risk scenarios, and embedding resilience indicators in TOD monitoring dashboards. The conclusion posits that well-designed TOD can bolster local economic resilience, but requires careful balancing of density, affordability, and accessibility to realize sustained benefits, with recommendations for iterative evaluation, cross-sector collaboration, and adaptive planning in metropolitan regions experiencing transit investment.
