Vocational training attainment remains uneven across regions, reflecting divergent educational ecosystems, policy frameworks, and labor market demands that shape access to, participation in, and completion of accredited technical education programs. This study addresses the persistent regional disparities in vocational training outcomes and seeks to generate evidence-based insights to inform policy and program design that promote equitable skills development. The aim is to compare vocational training attainment across distinct regions, identifying patterns, determinants, and policy levers that account for cross-regional differences. Specific objectives are to (1) quantify regional differentials in enrollment, retention, and certification rates in technical and vocational education programs; (2) examine the influence of socioeconomic, institutional, and labor market factors on attainment using multilevel modeling; (3) assess the role of governance and funding mechanisms in regional performance; (4) test the applicability of Human Capital Theory and Social Reproduction Theory in explaining regional disparities; and (5) propose context-specific policy recommendations to enhance attainment equity. The study adopts a cross-sectional comparative design, combining quantitative analysis of secondary administrative and survey data with qualitative insights from key informant interviews. The population comprises vocational training learners and program administrators across six regions, with a stratified random sample of 3,600 learners (600 per region) and 60 program administrators selected for in-depth interviews. The study contributes to knowledge by providing robust, regionally disaggregated evidence on vocational training attainment, integrating quantitative cross-regional comparison with qualitative governance and policy analysis, and testing established theoretical lenses in the context of technical education. Practical implications include actionable recommendations for region-specific funding formulas, capacity-building for institutes, targeted learner support services, and enhanced industry–education linkages to improve attainment equity. The main conclusion anticipates that improving regional attainment requires coordinated policy that harmonizes funding, program quality, and stakeholder engagement, rather than uniform national interventions. Recommendations emphasize region-tailored resource allocation, governance reforms to standardize quality, mechanisms for continuous data monitoring, and expansion of targeted scholarships for learners from underrepresented groups.
