Public service delivery in municipal water utilities is often constrained by aging infrastructure, fragmented governance, and insufficient customer-centric practices, leading to unreliable supply, non-revenue water losses, and citizen dissatisfaction. This study investigates how a mid-sized metropolitan water utility in a developing country can transform service delivery through integrated governance, digitalization, and customer-centred performance management. The aim is to develop an empirically grounded framework for improving reliability, accessibility, and responsiveness of water services, while ensuring financial sustainability and equitable access. Specific objectives are (i) to diagnose current service delivery gaps using performance indicators such as continuity of supply, water quality compliance, response time to outages, and customer grievance resolution rates; (ii) to examine the influence of governance mechanisms, staff capacity, and digital tools on service outcomes; (iii) to assess the impact of customer engagement and tariff design on perceived service quality and willingness to pay; (iv) to test a multi-criteria decision framework for prioritizing investments in infrastructure and digital infrastructure; and (v) to formulate a practical implementation roadmap aligned with regulatory requirements and resource constraints. The methodology adopts a mixed-methods sequential explanatory design. The population comprises all managerial and technical staff (n=180) and a stratified random sample of customers (n=1,200) served by the utility. Quantitative data will be collected from utility performance records (past five years), customer surveys (Likert-scale measures of satisfaction, perceived reliability, and affordability), and secondary datasets on tariffs and outage histories. The study employs regression analysis to identify determinants of service reliability and customer satisfaction, and a Difference-in-Differences approach to evaluate the effects of a recent digitalization pilot on response times and outage restoration. Qualitative data will be gathered through in-depth interviews with 25 managers and frontline staff, and 6 focus groups with customers, followed by thematic analysis to uncover contextual factors, organizational culture, and operational constraints. The study will frame findings within the theoretical lenses of New Public Management (NPM) for governance efficiency and Technology Acceptance Model (TAM) for user adoption of digital tools, supplemented by the Resource-Based View to explain how internal capabilities enable service transformations. The study’s contribution to knowledge includes (i) operationalizing a context-specific, integrative framework for transforming public service delivery in municipal water utilities, (ii) empirically linking governance, digitalization, and customer engagement to objective and perceived service outcomes, (iii) providing a practical, scalable roadmap for utilities facing similar resource and governance constraints, and (iv) extending the application of NPM, TAM, and RBV in the water sector to illuminate cross-cutting mechanisms that drive sustainable performance improvements. The conclusion anticipates that coordinated governance reforms, targeted capacity development, and strategic digitalization will substantially improve service reliability and customer satisfaction, while maintaining financial sustainability. Recommendations will emphasize implementing the investment decision framework, expanding customer-centric channels, strengthening data governance, and aligning regulatory incentives with performance metrics to sustain transformation beyond pilot initiatives.
