The study investigates the effectiveness of digital governance platforms in enhancing public service delivery within the context of modern urban management, addressing the persistent challenges of inefficiency, lack of transparency, and limited citizen engagement in municipal administration. Recognizing the rapid advancement of information and communication technologies (ICTs) and their transformative potential, this research aims to evaluate how smart digital solutions can optimize service delivery processes, improve accessibility, and strengthen accountability in municipal management. The specific objectives include identifying key factors influencing successful implementation of digital governance, assessing citizens' perceptions and satisfaction with digital public services, and proposing a conceptual framework for integrating smart technologies into municipal functions. The research adopts a mixed-methods approach, utilizing a concurrent triangulation design to gather comprehensive data. The quantitative component involves administering structured questionnaires to a stratified random sample of 400 residents across multiple districts of the municipality, selected to ensure diverse demographic representation. The qualitative component comprises semi-structured interviews with 15 key stakeholders, including municipal officials, ICT experts, and representatives of citizen groups, to obtain deeper insights into the enablers and barriers to digital governance adoption. It extends the application of TAM and UTAUT to municipal management, offering a tailored conceptual model for implementing smart city initiatives in local governments. The findings serve as an evidence-based basis for policymakers, municipal managers, and technologists to design, implement, and evaluate effective digital governance systems. The main conclusion underscores that integrated digital platforms are vital for transforming traditional municipal service delivery into responsive, efficient, and citizen-centric processes. The study recommends that local governments prioritize infrastructural improvements, invest in digital literacy programs, and establish collaborations with technology providers to foster sustainable smart city initiatives. It advocates for policy reforms that promote transparency, data privacy, and inclusive citizen participation, ensuring technological innovations align with community needs. Future research should explore longitudinal impacts of digital governance and comparative analyses across different urban contexts, to refine strategies for scalable and resilient smart municipality models.
