Smart city service portals increasingly shape how urban residents engage with public administration, yet many implementations struggle to meaningfully enhance public participation and transparency due to usability gaps, data silos, and insufficient trust in digital governance processes. This study investigates how ICT-enabled service portals can be designed and deployed to improve citizen participation, transparency, and accountability in city governance. The aim is to develop an evidence-based framework for deploying inclusive, transparent, and participatory smart city service portals that can be generalized across metropolitan contexts. Specific objectives are (1) to evaluate current service portal implementations in terms of participation breadth, information disclosure, and user trust; (2) to identify design features, governance processes, and technical architectures that foster effective citizen engagement; (3) to test the relationships between portal transparency, perceived legitimacy, and user participation using a combined quantitative-qualitative approach; (4) to assess the role of data governance, privacy controls, and accessibility in user adoption and sustained engagement; and (5) to propose a contextualized implementation framework for public administrations. The study employs a mixed-methods research design grounded in legitimacy theory and technology acceptance literature. The quantitative phase uses a cross-sectional survey of 600 residents across three district municipalities with active smart city portals, complemented by a seguido of 30 in-depth interviews with city officials, portal administrators, and civil society leaders to capture governance perspectives. Instrument validity and reliability are established through pilot testing (Cronbach’s alpha > 0.78 for multi-item scales) and content validation by an expert panel. Data analysis includes structural equation modeling (SEM) to test the relationships among portal transparency, perceived legitimacy, trust, and citizen participation, as well as multiple regression analyses to ascertain the impact of portal design features (transparency dashboards, participatory budgeting modules, feedback loops) on engagement levels. The research anticipates identifying governance bottlenecks where siloed data, opaque procurement, or inconsistent policy communication hinder participation, offering targeted remedies. The study contributes to knowledge by (a) integrating legitimacy theory with technology acceptance in the context of smart city portals, (b) providing an empirically tested framework for designing participatory and transparent portals, (c) delivering actionable governance guidelines for data governance, privacy, accessibility, and stakeholder collaboration, and (d) offering cross-context insights that inform scalable implementation across diverse urban settings. The conclusions will emphasize that successful ICT-driven service portals are not merely technologically advanced but socio-technical systems requiring transparent governance, inclusive design, and sustained citizen engagement mechanisms. Policy implications include standardized transparency metrics, mandatory disclosure practices, and funding models that incentivize participatory features. The recommendations advocate iterative co-design with civil society, continuous performance monitoring, and regular audits of portal effectiveness to ensure lasting public value. The study acknowledges limitations related to cross-sectional design, potential response bias, and context-specific factors, but argues that the proposed framework can be adapted to varied municipal jurisdictions, contributing to more accountable, participatory, and transparent urban governance.
