This thesis explores the implementation of performance management systems in local government organizations, focusing on the challenges, benefits, and best practices associated with this process. The research is motivated by the increasing emphasis on accountability and efficiency in public administration and the recognition of the potential impact of performance management systems on organizational effectiveness. The study adopts a qualitative research approach, utilizing interviews, surveys, and document analysis to gather data from multiple local government organizations. The first chapter provides an introduction to the research topic, including background information, the problem statement, objectives, limitations, scope, significance of the study, structure of the thesis, and definition of key terms. Chapter Two presents a comprehensive literature review, discussing the theoretical foundations of performance management, the evolution of performance management systems in public administration, and the key components and challenges of implementing such systems in local government organizations. Chapter Three outlines the research methodology, detailing the research design, data collection methods, sampling techniques, data analysis procedures, and ethical considerations.
