Public-private partnerships (PPPs) have emerged as a popular strategy for governments to deliver public services efficiently and effectively. This thesis aims to evaluate the effectiveness of PPPs in delivering public services, with a focus on the challenges and opportunities associated with this collaborative approach. The research is guided by the overarching question How do public-private partnerships impact the delivery of public services? The study begins with an introduction that provides background information on the concept of PPPs and their significance in the context of public service delivery. The problem statement highlights the gaps in existing literature regarding the evaluation of PPP effectiveness, setting the stage for the research objectives, which seek to assess the performance of PPPs in different sectors. A comprehensive literature review explores existing studies on PPPs, examining the key factors influencing their success or failure. Ten critical themes are identified, including governance structures, risk allocation, accountability mechanisms, and stakeholder engagement.
