Thesis Abstract
The rapid digitization of public services in urban environments presents a dual challenge maximizing citizen access and ensuring equitable, efficient service delivery amid varied municipal capacities. This study addresses the problem of uneven E-Government adoption across cities and its impact on service delivery outcomes, investigating how digital platforms influence accessibility, efficiency, transparency, and citizen satisfaction in urban governance. The aim is to empirically evaluate the relationship between E-Government adoption levels and measurable service delivery outcomes, with a view to identifying mechanisms that enhance public value. Specific objectives are (1) to quantify the level of E-Government adoption across a representative sample of mid- to large-sized cities; (2) to assess the impact of adoption on service delivery indicators such as processing time, cost per transaction, user satisfaction, and digital inclusion; (3) to examine moderating effects of governance capacity, organizational culture, and citizen trust; (4) to explore citizens’ perceived barriers and enablers to using e-services; and (5) to provide actionable recommendations for improving digital public administration practices. The study adopts a mixed-methods research design, integrating quantitative analysis with qualitative insights to triangulate findings. The population comprises all municipal governments within a defined national metropolitan region, with a stratified random sample of 50 cities for quantitative data and 20 municipalities for in-depth qualitative case studies. Quantitative data will be collected from municipal dashboards, annual performance reports, e-service usage statistics, and citizen satisfaction surveys, supplemented by a targeted survey of 1,200 residents to gauge digital inclusion and user experience. The research will extend the theoretical application of TAM and public value theory to municipal e-government contexts, offering a comprehensive framework that integrates quantitative indicators with qualitative insights to explain heterogeneity across cities. Conclusions are expected to emphasize that successful E-Government adoption requires a holistic approach combining strategic IT investment with capacity-building, transparent performance reporting, inclusive design, and sustained citizen engagement. Policy recommendations will include (a) implementing phased digitization aligned with governance capacity and digital inclusion initiatives; (b) developing standardized performance dashboards that publicly report service metrics; (c) fostering change management processes to align organizational culture with digital service delivery goals; and (d) implementing targeted outreach to underserved populations to reduce digital divides. The study aims to provide city administrations with evidence-based guidance to optimize e-service environments, improve accountability, and elevate citizen experience in urban public administration.
