The rapid digitization of public services in municipal governance has created opportunities to enhance citizen engagement, yet many local governments struggle with designing dashboards that are usable, trustworthy, and capable of translating citizen inputs into meaningful policy actions. This study investigates the design, implementation, and evaluation of digital public service dashboards in local governance to improve citizen engagement by integrating transparency, participatory features, and data-driven decision support. The aim is to develop a validated dashboard framework that increases citizen participation, trust, and perceived service quality in urban municipalities. Specific objectives are (1) to identify design determinants that influence user engagement with municipal dashboards; (2) to implement a prototype dashboard in three municipal departments (planning, sanitation, and budget) within a mid-sized city; (3) to evaluate usability, trust, and engagement outcomes using mixed methods; (4) to assess the dashboard’s impact on participatory actions, information-seeking behavior, and perceived accountability; and (5) to generate evidence-based recommendations for scalable deployment and governance integration.
