This study addresses the persistent inefficiencies and citizen distrust in public service delivery by examining how digitized, citizen-centric reforms can enhance service accessibility, transparency, and accountability within a mid-sized metropolitan administration. The problem stems from fragmented digital interfaces, limited user engagement, and inequitable access to online services, which collectively undermine trust and uptake of public programs. The aim is to design, implement, and evaluate a holistic digital service delivery reform that foregrounds user experience, participation, and data-driven decision-making. Specific objectives are to (1) map current service touchpoints, bottlenecks, and citizen needs; (2) develop an integrated digital service platform guided by user-centric design principles and administrative feasibility; (3) implement the reform in three pilot departments over a nine-month period; (4) assess usability, uptake, and service outcomes through mixed-methods evaluation; and (5) generate actionable governance and policy recommendations for scale-up. The methodological framework combines design science research with the Public Value Mapping theoretical lens and the Technology Acceptance Model (TAM) to examine both artifact quality and user adoption dynamics. The main conclusion is anticipated to be that citizen-centric digital service delivery reforms, when co-designed with users, embedded in interoperable IT architectures, and guided by continuous performance feedback, can significantly enhance service uptake, satisfaction, and trust. Policy recommendations will emphasize iterative pilot-testing, investment in inclusive design, robust data governance, and explicit performance dashboards for ongoing accountability, with a phased scale-up plan aligned to departmental capacities and statutory mandates.
