Effective citizen participation is vital for fostering transparent and inclusive local governance, yet many municipalities face challenges in engaging diverse populations in decision-making processes. This study aims to design, develop, and evaluate a digital citizen engagement platform tailored to enhance participatory governance at the local government level. The primary objectives include identifying citizen needs and barriers to engagement, developing a user-centered platform prototype, and assessing its effectiveness in improving decision-making transparency and citizen satisfaction. The research adopts a mixed-methods approach, integrating qualitative and quantitative techniques to provide comprehensive insights into the platform’s design and impact. The study's quantitative component involves a survey administered to a sample of 400 residents across two administrative districts within a metropolitan municipality, selected through stratified random sampling to ensure representation across age, gender, and socio-economic status. The survey instrument measures variables such as perceived accessibility, usability, trust in government, and willingness to participate.
