Thesis Abstract
The rapid adoption of electronic government (e-government) initiatives has transformed public service delivery worldwide, yet disparities persist in adoption rates between urban and rural municipalities, raising concerns about equitable access, efficiency, and citizen engagement. This study investigates the comparative factors influencing e-government adoption in urban and rural settings, aiming to identify critical determinants, assess differential impacts, and provide actionable insights for policymakers. The primary objectives include evaluating critical technological, institutional, socio-economic, and citizen-related factors affecting adoption, and determining the role of organizational readiness and civic participation in shaping e-government usage across different municipal contexts. Employing a cross-sectional comparative research design, the study integrates both quantitative and qualitative data collection methods. The population comprises senior administrative officials, IT personnel, and residents of ten municipalities—five urban and five rural—totaling approximately 2,000 individuals. A stratified random sampling technique was used to select 300 municipal officials and 500 residents, ensuring proportional representation across each municipality type. Data collection instruments included structured questionnaires for residents and officials, supplemented by semi-structured interviews. The questionnaire items underwent validity and reliability testing using content validation and Cronbach’s alpha coefficients, respectively, achieving an acceptable alpha of 0.82 for residents and 0.85 for officials. The findings are expected to contribute to existing literature by empirically validating models that integrate technological, organizational, and socio-economic factors within a comparative framework. This research advances knowledge by providing nuanced insights into the contextual factors that facilitate or hinder e-government adoption in diverse municipal settings, thereby informing more targeted policy interventions. The main conclusion emphasizes that successful implementation depends on a holistic approach encompassing infrastructural improvements, capacity development, citizen engagement strategies, and organizational reforms tailored specifically to urban and rural conditions. Based on these findings, the study recommends the formulation of region-specific e-government strategies that address contextual barriers, invest in digital literacy programs, and foster inclusive participation. Furthermore, the study advocates for continuous monitoring and evaluation mechanisms to ensure sustainability and effectiveness of e-government initiatives across all municipal spheres. Future research could explore longitudinal effects of such interventions and expand comparative analyses to include other forms of digital governance innovations.
