Thesis Abstract

In the face of increasing citizen expectations and technological advancements, public service delivery systems are undergoing significant digital transformation to enhance efficiency, transparency, and accessibility. However, the degree to which these digital initiatives have substantively improved service delivery remains insufficiently understood, particularly within the context of government operations where bureaucratic processes and resource constraints may influence outcomes. This study aims to empirically assess the impact of digital transformation on public service delivery efficiency, with a focus on municipal government agencies. The specific objectives include identifying the key digital tools implemented, measuring changes in service delivery performance pre- and post-digital initiatives, and determining the factors that mediate or moderate this relationship, such as organizational capacity, staff training, and citizen engagement. Employing a mixed-methods research design, the study integrated quantitative and qualitative approaches to provide a comprehensive understanding of the phenomena. The quantitative component involved a cross-sectional survey administered to 350 employees and service users within three municipal agencies that have adopted digital platforms in the past three years. Stratified random sampling was employed to ensure diverse representation across departments and user demographics. Data collection instruments consisted of a structured questionnaire for employees and citizens, with validity established through factor analysis and reliability tested via Cronbach’s alpha coefficients exceeding 0.8. The qualitative aspect comprised semi-structured interviews with 20 key officials and focus group discussions with 30 citizens to gain deeper insight into perceptions and experiential realities of digital service delivery. Expected findings indicate that digital transformation positively influences service delivery efficiency, evidenced through reduced service processing times, increased accessibility, and improved citizen satisfaction scores. Nevertheless, the study anticipates identifying critical mediators such as staff capacity and citizen digital literacy that influence this relationship. Potential barriers, including infrastructural inadequacies and resistance to change, are also expected to emerge as significant factors affecting outcomes. The analysis is expected to demonstrate that while digital initiatives can significantly improve efficiency, their success heavily depends on organizational and contextual factors. This research contributes to existing knowledge by providing empirical evidence on the effectiveness of digital transformation initiatives in public administration within a developing country context, offering practical insights for policymakers on optimizing digital investments. It extends the theoretical application of TAM and Institutional Theory in understanding technology adoption in the public sector, highlighting the complex interplay between technological, organizational, and citizen-related factors. The study concludes that digital transformation holds substantial potential for improving public service efficiency but emphasizes the necessity for comprehensive change management strategies, capacity building, and infrastructure development. Recommendations include establishing standardized digital governance frameworks, fostering organizational culture for innovation, and enhancing digital literacy among staff and citizens. The findings underscore the importance of contextualizing digital initiatives within broader organizational and societal frameworks to maximize benefits and ensure sustainable improvements in public service delivery. Future research is suggested to explore longitudinal effects of digital transformation and comparative analyses across regional governments.
