In the contemporary landscape of public administration, the integration of digital technologies into service delivery mechanisms has become essential for enhancing efficiency, transparency, and citizen satisfaction. Despite significant investments in digital initiatives, many government agencies face persistent challenges related to institutional resistance, technological incompatibilities, and fragmented strategies, which impede the realization of holistic digital transformation. This study aims to develop a comprehensive framework that facilitates the effective integration of digital transformation in public service delivery, thereby addressing the gap between technological capabilities and administrative practices. The specific objectives are to identify key drivers and barriers of digital transformation in the public sector, examine their interrelations within organizational contexts, and propose a practical, scalable framework grounded in theoretical and empirical insights. The research adopts a mixed-methods approach, combining qualitative exploratory interviews and quantitative survey analysis. The qualitative phase involved semi-structured interviews with 25 senior public administrators across two metropolitan government agencies known for their digital initiatives. The subsequent quantitative phase comprised a structured survey administered to 350 public service employees selected through stratified random sampling. Data collection instruments include interview guides developed from existing literature on digital transformation and validated questionnaires measuring variables such as organizational readiness, technology acceptance, and process reengineering. The reliability of the instruments is confirmed through Cronbach’s alpha coefficients exceeding 0.85, and content validity is established via expert review panels. The study’s contribution to knowledge is threefold first, it advances understanding of the interplay between organizational and technological factors in public digital transformation; second, it develops a practitioner-oriented framework for policymakers and public managers to structure digital initiatives effectively; and third, it expands theoretical applications of TAM and Institutional Theory within the domain of public administration. The main conclusion underscores that successful digital transformation hinges on strategic alignment, stakeholder buy-in, and adaptive capacity enhancement. Based on these findings, the study recommends targeted capacity building, robust change management strategies, and the development of integrated policy frameworks that promote coherence across government agencies. Additionally, it advocates for further longitudinal research to assess the sustained impact of digital transformation initiatives over time, and for comparative studies across different governmental levels to validate the framework’s broader applicability.
