Thesis Abstract

The rapid advancement of digital technologies and increasing citizen expectations have compelled public sector organizations to adopt innovative approaches to improve service delivery and administrative efficiency, yet many governments struggle to effectively integrate e-government initiatives into existing public sector frameworks, thereby limiting potential innovation outcomes. This study aims to develop a comprehensive framework for enhancing public sector innovation through effective e-government integration, addressing gaps in existing models by identifying critical factors and mechanisms that facilitate successful digital integration and organizational innovation. The specific objectives include (1) examining the key drivers and barriers to e-government integration; (2) exploring the relationship between e-government integration and organizational innovation; (3) identifying contextual and institutional factors influencing the effectiveness of such integration; and (4) proposing a theoretical framework that operationalizes these relationships for policymakers and practitioners. The research adopts a sequential mixed-methods design, beginning with a qualitative exploratory phase followed by a quantitative test of the proposed framework. The qualitative component involves semi-structured interviews with 30 senior public administrators and IT managers across multiple government agencies to identify relevant enablers, challenges, and contextual factors influencing e-government integration. Thematic analysis, guided by the Technology-Organization-Environment (TOE) framework and Diffusion of Innovations theory, will be employed to analyze interview data. Findings from this phase inform the development of a survey instrument, which is administered to a stratified random sample of 300 public sector employees across different agencies to test the hypothesized relationships. Descriptive statistics, confirmatory factor analysis (CFA), and structural equation modeling (SEM) using AMOS software will be employed to analyze survey data and validate the proposed framework. Expected key findings include identification of organizational culture, leadership commitment, technological infrastructure, and regulatory environment as critical determinants of successful e-government integration. The study anticipates establishing significant positive relationships between e-government integration efforts and dimensions of organizational innovation such as process innovation, service delivery innovation, and administrative agility. Additionally, the research expects to reveal moderating effects of institutional support and user involvement on the strength of these relationships. The findings aim to contribute to the theoretical understanding of digital transformation in the public sector by integrating concepts from the TOE framework and Diffusion of Innovations to formulate a parsimonious and actionable model. This research's contribution to knowledge lies in offering an empirically validated, context-sensitive framework that elucidates the pathways through which e-government integration fosters organizational innovation. It enhances theoretical insights into digital transformation within public administration and provides practical guidance for governments seeking to leverage ICT for innovation. The study also fills a notable gap in the literature concerning the operationalization of e-government integration effects specific to emerging and mid-sized economies. In conclusion, the study underscores the importance of strategic alignment, capacity building, and policy support in realizing the innovation potential of e-government initiatives. It recommends that governments prioritize integrated infrastructure development, foster innovative leadership, and institutionalize policies that promote citizen-centric, agile administrative processes. Future research should explore longitudinal effects and sector-specific variations in e-government-driven innovation, extending the framework to global comparative analyses. This study thus provides a crucial step toward maximizing the transformative impact of digital government efforts on public sector service delivery and organizational resilience.
