Digital citizen liaison platforms have become central to how local governments solicit, process, and respond to resident concerns, yet gaps remain in understanding their effectiveness for service delivery, civic participation, and trust-building. This study addresses the problem of whether digital liaison platforms translate resident engagement into timely, accountable local governance outcomes, and under what conditions platform design influences equitable access and perceived legitimacy. The aim is to evaluate the design, implementation, and impact of digital citizen liaison platforms on local governance performance, transparency, and inclusivity. Specific objectives are (1) to assess platform usability, accessibility, and adoption across diverse urban neighborhoods; (2) to examine the relationship between platform features (closed-loop reporting, status tracking, and feedback mechanisms) and service delivery metrics; (3) to analyze resident trust, perceived responsiveness, and civic engagement associated with platform use; (4) to identify organizational practices that mediate platform effectiveness, including data governance, interdepartmental coordination, and resource allocation; and (5) to synthesize design recommendations for enhancing equity and legitimacy in digital local governance. The study adopts a mixed-methods research design, combining a cross-sectional survey of residents and a multi-site case study of three municipalities with established digital liaison platforms. The population comprises urban residents aged 18 and above within these municipalities, with a target sample of 1,200 survey respondents selected through stratified random sampling to reflect socioeconomic and geographic diversity. In-depth interviews will be conducted with 24 local government officials (three per municipality) responsible for platform management, as well as 12 platform administrators. Data collection instruments include a structured questionnaire measuring platform usability (System Usability Scale), trust and perceived responsiveness (Likert scales), and civic engagement indicators; semi-structured interview guides for officials and administrators; platform analytics data capturing ticket volume, average resolution time, and status update frequency; and documentary evidence from annual reports and policy documents. Validity and reliability will be ensured through pilot testing (n=60), Cronbach’s alpha assessment for multi-item scales, and triangulation across survey, interviews, and platform logs. Quantitative data will be analyzed using multiple regression to identify predictors of perceived legitimacy and service responsiveness, hierarchical linear modeling to account for nested municipal contexts, and k-means clustering to profile user segments. Qualitative data will undergo thematic analysis guided by a priori codes anchored in institutional design, with intercoder reliability checks. A conceptual model drawing on the Technology Acceptance Model, Legitimation Theory, and the Institutional Capacity framework will be tested iteratively against empirical findings. Expected findings include (a) higher usability scores and perceived transparency will correlate with reduced citizen-reported response times and higher satisfaction with municipal services; (b) features enabling closed-loop communication and real-time status updates will be significant predictors of perceived accountability; (c) platform adoption will be mediated by trust in local government and digital literacy, with urban-rural divides and income disparities shaping access and engagement; (d) organizational practices such as clear data governance, adequate staffing, and cross-departmental SLAs will strengthen platform impact on governance outcomes; and (e) design biases may persist, limiting inclusivity for marginalized populations without targeted outreach. The study contributes to knowledge by integrating design, implementation, and evaluative dimensions of digital citizen liaison platforms within local governance, articulating how platform characteristics, organizational capabilities, and resident contexts jointly determine effectiveness. It advances theory by testing and refining a composite model that links technology acceptance, legitimacy, and institutional capacity to governance performance in municipal settings. Policy and practice implications include evidence-based recommendations for platform feature sets, accessibility enhancements, governance arrangements, and metrics for ongoing evaluation to promote equitable, responsive, and transparent local government. The main conclusion anticipates that well-designed, democratically governed digital liaison platforms—supported by robust data governance, participatory design processes, and cross-departmental coordination—improve service delivery outcomes and citizen trust, while highlighting the need for targeted interventions to bridge digital inequities. Recommendations encompass standardized usability benchmarks, explicit accountability protocols, capacity-building programs for staff, and continuous, mixed-methods monitoring to sustain platform effectiveness over time.
