Thesis Abstract

Urban governance increasingly relies on innovative engagement platforms to facilitate participatory decision-making and enhance democratic legitimacy. However, the persistent digital divide, low user adoption, and concerns over inclusivity impede the effectiveness of existing civic engagement initiatives. This study aims to design, implement, and evaluate a comprehensive digital civic engagement platform tailored for urban stakeholders, with the goal of improving participatory governance processes, fostering public trust, and expanding public involvement in policy formulation. Specific objectives include analyzing current civic engagement practices, identifying gaps in digital participation, developing a user-centric platform based on participatory design principles, and assessing its impact on user engagement, satisfaction, and perceived influence on governance outcomes. A mixed-method research design underpins this investigation, combining qualitative insights with quantitative rigor. The qualitative phase involves semi-structured interviews with 40 key urban governance stakeholders—municipal officials, civil society leaders, and community representatives—to explore existing engagement practices and technology expectations. Quantitatively, a survey is administered to a stratified random sample of 600 urban residents representing diverse socio-economic backgrounds, aiming to measure baseline civic engagement levels and attitudes towards digital participation. The platform prototype is developed through participatory design workshops involving 50 end-users, with iterative feedback integrated into development. The evaluation employs pre- and post-intervention surveys, usage analytics, and in-depth focus group discussions to assess changes in engagement behaviors and perceptions. Evidence from the evaluation is expected to demonstrate statistically significant improvements in civic engagement metrics and trust levels, mediated by platform usability and perceived relevance. This research contributes to knowledge by integrating participatory design with empirical evaluation within the context of urban governance, offering a replicable framework for developing inclusive civic engagement platforms in similar settings. It also expands understanding of how digital tools influence participatory democratic processes, grounded in theories such as the Participatory Governance Model and the Technology Acceptance Model. The study’s implications advocate for strategic integration of digital platforms into urban policy processes, emphasizing inclusivity, usability, and transparent communication to sustain civic participation. The concluding section recommends adopting a staged implementation approach, investing in digital literacy initiatives alongside platform deployment. Critical policies should incorporate continuous user feedback loops to ensure platforms remain accessible and relevant. Future research should explore longitudinal effects of digital civic engagement and the potential integration of emerging technologies, such as AI and blockchain, to further enhance participatory governance frameworks.
