Thesis Abstract

Effective citizen engagement is critical for enhancing transparency and accountability in local governance, yet many municipalities face challenges in implementing platforms that effectively facilitate public participation. This study aims to design and evaluate a digital citizen engagement platform tailored for local government contexts, seeking to improve transparency, inclusivity, and civic empowerment. The specific objectives are (1) to identify the key features and functionalities required for an effective citizen engagement platform; (2) to develop a prototype of the platform grounded in participatory design principles; (3) to evaluate the platform’s usability and impact on citizen participation; and (4) to assess the influence of perceived transparency on citizens’ trust and civic engagement. Guided by the Theory of Planned Behavior and the Policy Feedback Theory, the research structures its inquiry around behavioral intentions, perceptions of transparency, and institutional responsiveness. A mixed-methods research design was adopted, combining quantitative surveys and qualitative interviews. The population encompasses residents of a metropolitan municipality with an active local government, totaling approximately 150,000 residents. A stratified random sampling technique was employed to select a sample of 400 residents for surveys, ensuring representation across age, gender, and civic engagement levels. Additionally, 20 stakeholders, including local government officials and civic leaders, were purposively sampled for in-depth interviews. Data collection instruments include structured questionnaires measuring citizens’ perceptions of transparency, platform usability, and civic participation, alongside semi-structured interview guides to capture stakeholder insights. The validity and reliability of the survey instruments were established through pilot testing (Cronbach’s alpha = 0.87). Quantitative data analysis involved descriptive statistics, multiple regression, and structural equation modeling (SEM) to examine relationships between perceived transparency, platform usage, and civic engagement. Thematic analysis was applied to qualitative interview data to explore stakeholder perspectives on platform design and implementation challenges. It is anticipated that the findings will demonstrate a significant positive relationship between the perceived transparency facilitated by the platform and levels of citizen engagement, mediated by trust in local government. The study expects to reveal that user-centered design features, such as intuitive navigation, real-time feedback, and accessible information, enhance platform usability and citizen participation. Furthermore, the evaluation is projected to identify critical factors influencing trust and sustained engagement, including institutional responsiveness and communication effectiveness. These insights will contribute to the conceptual understanding of digital civic participation by integrating behavioral and institutional theories, providing a comprehensive framework applicable to diverse local government settings. The research contributes to knowledge by providing empirical evidence on the design principles and impact of citizen engagement platforms within local governance, addressing the gap in literature concerning practical evaluation frameworks. It advances the theoretical discourse by operationalizing the interplay between perceived transparency, trust, and civic participation in the digital age. The study’s main conclusion underscores the importance of participatory design and transparency in fostering inclusive civic engagement through digital platforms. Recommendations include implementing user-centric design features, establishing continuous stakeholder feedback mechanisms, and developing policies to embed transparency into e-governance initiatives. Further research should explore long-term impacts of such platforms on governance outcomes and replicate the study across different administrative contexts to enhance generalizability.
