Thesis Abstract
This study addresses the urban governance gap in Brazil by examining how a digitally enabled platform for local citizen participation can enhance transparency, accountability, and collaborative policy-making at the municipal level. Despite legal mandates for participatory budgeting and open data, fragmented implementation and limited user engagement hinder meaningful citizen influence on local decisions. The aim is to design, implement, and evaluate a scalable digital platform that facilitates bidirectional communication, real-time feedback, and structured participation in local governance processes across diverse municipalities in Brazil. Specific objectives are (i) to develop a platform architecture grounded in participatory governance theory and user-centered design; (ii) to implement the platform in three demographically diverse municipalities (Niterói, Belo Horizonte, and Juazeiro) as pilot sites; (iii) to assess uptake, usability, and engagement metrics among residents, civil society organizations, and local officials; (iv) to evaluate the platform’s impact on policy deliberation quality, transparency, and perceived legitimacy; and (v) to provide policy and technical recommendations for scale-up nationwide. The methodology employs a mixed-methods design combining design science research with quasi-experimental and ethnographic components. The population includes residents aged 18 and above in the three pilot municipalities, municipal staff from governance and participatory budget offices, and civil society actors engaged in local policy discourse. A sample of 1,200 residents (400 per site) will be recruited using stratified random sampling to ensure representation by age, education, and neighborhood SES; 60 municipal staff and 40 CSO representatives will be purposively selected for in-depth insight. The study is expected to reveal that features such as structured deliberation spaces, real-time feedback dashboards, and asynchronous voting significantly correlate with higher engagement and perceived legitimacy. However, challenges related to digital exclusion, data governance, and resource constraints for municipal follow-through are also anticipated, requiring targeted capacity-building and policy integration measures. Contributions to knowledge include (i) a transferable design and implementation blueprint for digital platform-enabled local participation adaptable to Brazilian municipal contexts, (ii) empirical evidence on the causal and correlational relationships between digital participation, deliberative quality, and governance legitimacy, and (iii) a nuanced understanding of how design features influence inclusivity and trust in government. The study informs theory by bridging deliberative democracy and information systems adoption in a real-world setting, and it offers practical guidance for national policy-makers on scaling digital public participation in Brazil. The main conclusion is that carefully designed, interoperable digital platforms can meaningfully augment local governance participation when accompanied by targeted digital literacy, robust data governance, and sustained political commitment. Recommendations include policy mandates for platform interoperability with existing e-government services, capacity-building programs for municipal teams, ongoing evaluation with embedded feedback loops, and mechanisms to address digital exclusion through community hubs and offline participation channels.
