The problem addressed is the persistent gap between resident priorities and municipal budgetary decisions, driven by limited civic engagement, opaque processes, and unequal access to information. The aim is to develop, deploy, and assess an EPB framework that couples digital platforms with participatory mechanisms to broaden resident participation, improve governance legitimacy, and optimize budgetary outcomes.
