Assessing the Impact of Digital Civic Engagement Platforms on Political Participation Levels

Thesis Abstract

The increasing proliferation of digital civic engagement platforms has transformed traditional modes of political participation, prompting a need to evaluate their effectiveness in fostering active citizen involvement in governance processes. This study investigates the impact of these platforms on political participation levels among urban residents in a comparable democratic context, aiming to provide empirically grounded insights into their utility and influence. The primary objectives are to assess the extent to which digital civic engagement platforms enhance voter turnout, political awareness, policy advocacy, and grassroots mobilization, as well as to identify factors that mediate or moderate their impact on political behavior. Employing a mixed-methods research design, the study combines quantitative surveys and qualitative interviews to ensure comprehensive data collection. The quantitative component involves a structured questionnaire administered to a stratified random sample of 1,200 urban residents aged 18 and above, selected across diverse socioeconomic backgrounds. The qualitative component consists of 30 semi-structured interviews with platform users, political activists, and policymakers to supplement and contextualize the quantitative findings. Data collection instruments include validated scales measuring political participation intensity, digital literacy, and platform usage frequency. The quantitative data will be analyzed using multiple regression analysis to assess the relationship between digital platform engagement and various forms of political participation, controlling for demographic and socio-economic variables. Additionally, ANOVA tests will examine differences in participation levels across distinct demographic groups. The qualitative data will be thematically analyzed to explore underlying motivations, perceived barriers, and facilitators related to digital civic engagement. Expected findings suggest that active participation on digital civic engagement platforms correlates positively with increased voter turnout, heightened political awareness, and greater involvement in advocacy activities. However, the strength of this association may vary based on factors such as digital literacy and political efficacy. The study anticipates identifying key barriers, including digital divides and limited platform accessibility, which may inhibit maximal engagement among certain demographic segments. Theoretically, the research grounds its framework in the Participatory Democracy theory and the Technology Acceptance Model, elucidating how technological adoption influences political behavior through perceived usefulness and ease of use. The findings are anticipated to contribute significantly to current academic debates by providing nuanced insights into how ICT-driven civic platforms facilitate or hinder political participation, thereby filling gaps in existing empirical literature that predominantly focus on Western settings. This research will advance understanding of the dynamics underlying digital civic engagement and offer pragmatic recommendations for policymakers, civic technologists, and political actors seeking to leverage digital platforms to enhance democratic participation. It underscores the importance of addressing digital literacy gaps and platform accessibility issues to maximize engagement outcomes. Ultimately, the study underscores the potential of digital civic engagement platforms as catalysts for revitalizing democratic processes and fostering inclusive political participation. In conclusion, the research affirms that digital civic engagement platforms constitute a pivotal avenue for augmenting political participation, albeit with contextual limitations. The study advocates for targeted interventions to bridge digital divides and promote inclusive digital democratic participation, thereby strengthening democratic resilience in the digital age. Further research directions include longitudinal studies to assess the sustained impact of digital platforms and comparative analyses across different sociopolitical contexts.
