In response, many libraries have implemented fines amnesty programs to alleviate barriers to access and promote user engagement. This study seeks to comprehensively assess the impact of library fines amnesty programs on user engagement. By examining the effectiveness of fines amnesty initiatives in promoting user engagement and usage of library services, the research aims to provide insights into the role of fines amnesty in enhancing user engagement and fostering a positive relationship between libraries and their patrons.</div><div>Drawing upon a theoretical framework and existing literature, the research endeavors to provide a comprehensive understanding of user engagement in library services, the impact of fines and fees on library use, and the concept of fines amnesty programs. Through the utilization of a mixed-methods approach, the study aims to gather insights from library patrons, staff, and stakeholders to assess the impact of fines amnesty programs on user behavior and library participation, and to identify best practices for enhancing user engagement in library settings.</div><div>The findings of this research are expected to contribute to the ongoing discourse on the effectiveness of fines amnesty programs in promoting user engagement, providing valuable insights for library practitioners, policymakers, and stakeholders seeking to foster a positive and inclusive user experience in libraries.
