Thesis Abstract

Limited access to digital literacy resources among rural library users hampers their ability to participate effectively in the digital economy and information society. This study aims to design, implement, and evaluate a comprehensive digital literacy toolkit tailored to the needs of rural library users to bridge this digital divide. The primary objectives are to identify the digital literacy gaps among rural users, develop a contextually relevant instructional toolkit, and assess the effectiveness of the toolkit in enhancing digital competencies. A mixed-methods research design was employed, combining quantitative and qualitative approaches to ensure a holistic evaluation. The study population consisted of 300 adult users of rural public libraries in the region, with a stratified random sampling technique selecting 150 participants for the intervention group. Data collection involved structured questionnaires to measure digital literacy levels pre- and post-intervention, focus group discussions to explore user perceptions, and observational checklists during practical sessions. The digital literacy assessment tool was validated through expert review and pilot testing, ensuring high reliability with a Cronbach’s alpha of 0.87. Data analysis employed paired sample t-tests to evaluate significant improvements in digital skills and thematic analysis to interpret qualitative feedback, guided by the Technology Acceptance Model and the Adult Learning Theory as the theoretical framework. The study anticipates that the tailored digital literacy toolkit will significantly improve participants’ digital skills, confidence, and motivation to use digital resources effectively. It is expected that quantitative analysis will reveal statistically significant increases in scores related to internet navigation, online safety, and digital content creation (p < 0.05), while qualitative insights will highlight perceived barriers, facilitators of learning, and suggestions for further refinement. The contribution to knowledge lies in providing a culturally and contextually appropriate intervention model for rural library settings, integrating theoretical insights and empirical evidence into practical training tools. Additionally, the study advances understanding of how targeted instructional materials can foster digital inclusion in underserved communities. The main conclusion indicates that a well-designed, contextually relevant digital literacy toolkit can substantially enhance the digital competence of rural library users, thereby promoting equitable access to digital information. Based on these findings, the study recommends that rural libraries adopt similar tailored digital literacy interventions, incorporate ongoing training programs, and collaborate with local stakeholders to sustain and scale digital literacy efforts. Furthermore, the research suggests avenues for future studies to explore longitudinal impacts, scalability, and integration with broader digital inclusion policies. Overall, this study offers a validated framework for developing and evaluating digital literacy interventions within rural communities, contributing both theoretical insights and practical guidelines for librarians, policymakers, and educators working towards digital inclusion.
