Public libraries increasingly serve as pivotal sites for developing digital literacies in diverse regional contexts, yet substantial variation persists in program design, delivery, and outcomes across regions, potentially widening digital divides among communities. This study investigates how digital literacy programs in public libraries differ across regions, and how these differences influence user competencies, engagement, and perceived empowerment. The problem addressed is the inconsistent quality and reach of digital literacy offerings, which may mirror broader disparities in information access, skills development, and civic participation. The aim is to compare program structures, participant characteristics, pedagogical approaches, and measured outcomes to identify best practices and context-sensitive constraints that shape effectiveness. The research objectives are (1) to characterize the design and delivery of digital literacy programs across three distinct regional contexts; (2) to assess participant digital competencies before and after program participation; (3) to examine user engagement, satisfaction, and perceived empowerment; (4) to identify organizational, infrastructural, and policy factors associated with program effectiveness; (5) to develop a region-sensitive model of successful digital literacy interventions for public libraries.
