Despite rapid digitization, there is limited comparative evidence on how these roles differ by system type, organizational structure, and user communities, and how such differences affect service quality, user satisfaction, and information equity. The aim is to elucidate how digital librarian roles are enacted across public, academic, and special libraries, and to identify drivers, constraints, and outcomes of role variation. Specific objectives are to (1) map the repertoire of digital librarian tasks and competencies across library systems; (2) examine the influence of organizational context, governance models, and technological infrastructures on role enactment; (3) assess the relationship between digital librarian competencies and user outcomes such as search effectiveness, information literacy, and satisfaction; (4) compare perceived role clarity and job satisfaction among digital librarians across system types; and (5) develop a conceptual model linking governance, technology, and human-capital factors to service quality in digital libraries. A mixed-methods design will be employed. The population includes digital librarians, information professionals, and library managers in urban public libraries, research university libraries, and special libraries in five major metropolitan areas. A stratified random sample of 300 digital librarians will be invited to complete a structured survey, with an expected response rate of 65% (n ? 195). Contributions to knowledge include an empirically grounded cross-system comparison of digital librarian roles, an integrated model linking organizational governance, technology, and human capital to service outcomes, and actionable guidance for library administrators on role design, training, and policy development to enhance digital library services. The study will inform workforce planning, professional education curricula, and strategic investments in digital infrastructure, with implications for enhancing information access and literacy across diverse library ecosystems. The main conclusion is that digital librarian effectiveness hinges on coherent governance, targeted professional development, and context-aware role delineation, and recommendations emphasize standardized competency frameworks, cross-system collaboration, and continuous assessment of user-centered outcomes.
