Thesis Abstract

Digitization initiatives in rural public libraries across Kenya are unevenly implemented, risking widening the digital divide and limiting access to culturally valuable and educational resources for rural communities. This study investigates the current digitization practices within Kenya’s Rural Public Library Network (RPLN), examining governance, infrastructure, content, service delivery, and user engagement to identify drivers and barriers to sustainable digitization. The aim is to generate evidence-based recommendations to enhance digital access, preserve local heritage, and improve information equity in rural settings. Specific objectives are to (1) map the digitization landscape across representative county libraries, (2) assess alignment of digitization activities with national information policy frameworks and standards, (3) evaluate the adequacy of hardware, connectivity, and digital literacy support, (4) analyze digital content acquisition, copyright compliance, and metadata quality, (5) examine user utilization, satisfaction, and perceived impact on learning and livelihoods, and (6) propose a scalable, context-sensitive model for sustainable digitization governance in rural libraries. The study employs a mixed-methods design, integrating a cross-sectional survey with qualitative case studies. The population comprises all 47 counties’ rural public libraries and their staff, library patrons, and county information officers. A stratified random sample of 24 libraries will be selected to ensure representation from distinct geographic, socio-economic, and infrastructural contexts. Within each library, head librarians (n=24) and ICT coordinators (n=24) will be surveyed, while a purposive sample of patrons (n=384 across libraries, split evenly between 16-24 and 25+ age groups) and five in-depth interviews with county information officers per region (n=5) will be conducted. Data collection instruments include a structured digitization practice survey for library staff, a patron usage and impact questionnaire, interview guides for ICT coordinators and county officers, and a document analysis protocol for policy and metadata standards. Validity will be established through triangulation, pilot testing (with two libraries), and expert review by information science scholars. Reliability will be assessed using Cronbach’s alpha for multi-item scales and inter-coder reliability for qualitative coding. Quantitative data will be analyzed using descriptive statistics to profile infrastructure, content, and usage; inferential statistics including multiple regression to test relationships between infrastructure readiness, staff digital literacy, and patron satisfaction; and ANOVA to explore differences across counties. Qualitative data will be analyzed thematically using a framework approach, with coding guided by the study’s theoretical lenses and emergent patterns. The study will incorporate an analytical model drawing on the Technology Acceptance Model (TAM) and the Information Society Theory to explain uptake of digitization practices, complemented by Resource-Based View to assess organizational capabilities. Document analysis will assess policy alignment and metadata quality using a scoring rubric aligned with international standards (Dublin Core, PREMIS) and Kenyan ICT policy benchmarks. Expected findings include (a) a spectrum of digitization maturity from foundational to semi-advanced across counties, with higher maturity correlating with robust funding, stable power, and targeted staff training; (b) gaps in hardware maintenance, bandwidth reliability, and digital literacy among librarians, constraining content curation and user services; (c) inconsistent metadata quality and limited rights management, hindering discoverability and reuse; (d) measurable positive impacts on learning outcomes and livelihoods for patrons engaged in digitized resources, moderated by accessibility and digital literacy; and (e) policy-to-practice gaps between national ICT policy directives and local implementation, influenced by governance structures and community engagement. The study contributes to knowledge by providing a context-specific, evidence-based model for sustainable digitization governance in rural libraries, integrating TAM and Information Society perspectives with a practical RBV lens to map resource, process, and outcome linkages. It also offers a validated assessment framework and a scalable implementation blueprint for rural Kenya that can inform national policy, donor programs, and library professional training. The main conclusion anticipates that strategic investment in affordable ICT infrastructure, continuous staff capacity development, standardized metadata practices, and community-centered digitization planning will significantly improve access to information, preserve local heritage, and enhance educational and economic opportunities for rural Kenyan communities. Recommendations include prioritizing power reliability, open-source digitization platforms, rights-aware content pipelines, community digitization hubs, and a phased expansion plan guided by regular monitoring and capacity-building activities.
