This study investigates the effectiveness of digital literacy initiatives within public library networks in enhancing user competencies and inclusive access to information technology. The research addresses the persistent gap between library-provided digital programs and measurable improvements in patrons’ critical digital literacy skills, information-seeking efficiency, and equitable access across diverse communities. The aim is to evaluate how program design, delivery modalities, staff competencies, and community partnerships influence user outcomes, with a focus on identifying scalable practices for urban and peri-urban library systems. Recommendations include implementing standardized outcome measurement protocols, investing in scalable staff development, expanding multilingual and accessible content, fostering community partnerships for outreach, and adopting a shared, interoperable data framework across library networks to monitor progress and inform continuous improvement.
