Digital libraries have become integral to modern information access, yet user engagement remains inconsistent and often diminishes over time, undermining the potential benefits of digital platforms. This study addresses the critical challenge of enhancing user engagement in digital library environments by developing a comprehensive conceptual framework that integrates user behavior theories and technology acceptance models. The primary aim is to identify key factors that influence sustained user participation and to construct a practical framework to guide digital library designers and administrators in fostering higher engagement levels. Specific objectives include examining users' motivational factors, evaluating the influence of usability and perceived value, and proposing strategic interventions grounded in empirical evidence. Employing a mixed-methods research design, the study combines qualitative and quantitative approaches to ensure a robust understanding of user engagement dynamics. The quantitative phase targeted a population of active digital library users within academic institutions across the country, encompassing an estimated 10,000 students and faculty members. A stratified random sampling technique was used to select a sample size of 385 participants, ensuring representative demographic and institutional diversity. Data collection involved structured questionnaires measuring variables such as system usability, content relevance, perceived ease of use, and engagement frequency, complemented by semi-structured interviews with 20 digital library managers and experienced users for contextual insights. The validity of instruments was established through expert review and pilot testing, while reliability was confirmed via Cronbach’s alpha coefficients exceeding 0.80. This research’s primary contribution lies in the formulation of a contextually validated, theoretically grounded framework that bridges gaps between user behavior models and digital platform design practices. It advances current knowledge by providing empirical evidence on the interplay of usability, perceived value, and motivation in digital library engagement, complemented by practical strategies for implementation. In conclusion, the study underscores the importance of integrating technological features with user-centered design principles to foster sustained engagement. Recommendations include adopting specific usability enhancements, integrating social and personalization features, and implementing continuous user feedback mechanisms. Future research suggestions involve longitudinal studies to monitor engagement evolution over time and exploring the framework's applicability across different cultural and organizational contexts. Overall, this study offers a comprehensive, evidence-based blueprint for enhancing user engagement—contributing significantly to the theoretical and practical discourse in digital library management and human-computer interaction domains.
