The proliferation of e-commerce platforms has significantly transformed consumer shopping behavior and business operations, yet it has concurrently raised critical concerns regarding the legal frameworks governing data privacy and protection in the sector. This study investigates the legal challenges faced by TechStore, a leading e-commerce retailer, in navigating data privacy regulations amid rapidly evolving technological innovations and inconsistent legal standards. The primary aim is to analyze the extent to which existing legal provisions adequately address privacy risks and to identify gaps that may expose consumers and organizations to legal and financial liabilities. Specific objectives include evaluating TechStore’s compliance mechanisms, examining the influence of national data protection laws such as the General Data Protection Regulation (GDPR), and assessing how legal uncertainties impact organizational policy and consumer trust. This research adopts a qualitative case study design, focusing on TechStore’s data privacy practices, regulatory compliance efforts, and challenges encountered in implementing data protection measures. The target population comprises 150 TechStore employees involved in data management and legal compliance, alongside 500 active e-commerce consumers. A stratified random sampling technique selects 30 employees and 200 consumers for in-depth interviews and surveys, respectively. Data collection instruments include semi-structured interview guides for key personnel, structured questionnaires for consumers, and document analysis of the organization’s privacy policies and compliance records. Validity and reliability are ensured through pilot testing, triangulation of data sources, and member checking. Data will be analyzed through thematic analysis for qualitative interview transcripts, employing NVivo software to identify recurrent patterns related to legal compliance challenges, while quantitative survey data will be subjected to descriptive statistics and inferential analysis using SPSS. Multiple regression analysis will be employed to examine the relationship between legal awareness, organizational compliance, and consumer trust levels, relying on the Information Systems Success Model as a theoretical framework. The study further integrates the Theories of Legal Pluralism and Regulatory Capture to explain the influence of multiple legal regimes and organizational lobbying on compliance dynamics. Expected findings suggest that TechStore faces significant legal challenges stemming from ambiguity in national and international data privacy regulations, rapidly changing technological innovations, and limited legal literacy among employees. The study anticipates uncovering a positive correlation between robust legal compliance and increased consumer trust, alongside identifying specific areas where legal uncertainty hampers effective privacy management. The findings are expected to contribute to the existing body of knowledge by providing empirical evidence on how e-commerce organizations confront and adapt to legal complexities in data privacy, particularly within emerging markets where legal infrastructure may be underdeveloped. The research will demonstrate that, despite regulatory efforts, there are substantive gaps in legal provisions that leave organizations vulnerable and consumers inadequately protected, emphasizing the need for harmonized legal standards and enhanced organizational compliance strategies. The study concludes with actionable recommendations, including the development of comprehensive compliance frameworks tailored to e-commerce contexts, capacity-building initiatives for staff on data privacy laws, and policy advocacy for harmonized regulations at regional and national levels. It also suggests avenues for future research, such as comparative studies across different e-commerce platforms and investigations into consumer perceptions of privacy risks. The outcomes aim to benefit policymakers, legal practitioners, and e-commerce businesses by informing more effective legal and organizational strategies to address the evolving landscape of data privacy.
