The Arctic Council has emerged as a pivotal regional forum for climate diplomacy, yet its effectiveness in coordinating data-driven initiatives across member states remains uneven due to divergent national interests, data sovereignty concerns, and varying capacities for data sharing. This study addresses the problem of how strategic alignments within the Arctic Council influence the design, governance, and impact of climate diplomacy data initiatives, with particular attention to transparency, interoperability, and trust among Arctic stakeholders. The aim is to investigate how formal and informal alignments among member states, observers, and indigenous communities shape data governance, collaborative research infrastructures, and policy influence. Specific objectives include (i) mapping the governance architecture of Arctic Council climate data initiatives; (ii) identifying the strategic drivers and barriers to data sharing across states and indigenous organizations; (iii) assessing the role of external actors, including industry and academia, in shaping data standards and interoperability; (iv) evaluating the impact of alignment on policy relevance and adaptation outcomes in Arctic communities; and (v) producing a policy-oriented framework for enhanced data governance within Arctic climate diplomacy. The study adopts a mixed-methods design anchored in institutional theory and repertoire of strategy, with a multi-layered data collection approach. The population comprises official Arctic Council bodies (working groups and task forces), national representatives from Denmark, Finland, Iceland, Norway, Sweden, Canada, Russia, the United States, and observers such as the European Union and the Gwich’in Council, along with selected non-state actors and indigenous organizations. The sample includes 24 in-depth interviews with senior policymakers, data governance officers, and indigenous representatives; 12 semi-structured interviews with researchers and industry data managers; 8 focus groups with Arctic community stakeholders; and a corpus of treaty texts, data-sharing memoranda of understanding, and policy reports (n ? 150 documents). Data collection instruments comprise semi-structured interview guides, focus group protocols, document analysis checklists, and a conceptual coding scheme aligned with the study’s analytical framework. Validity and reliability are ensured through triangulation across interviews, document analysis, and focus groups, pilot testing of instruments, and intercoder reliability checks with a Cohen’s kappa target above 0.75. The analytical approach integrates thematic analysis for qualitative data, complemented by social network analysis to map governance linkages and data-sharing ties, and regression analysis to test associations between governance variables and policy influence indicators. The study concludes that deliberate alignment strategies—grounded in inclusive governance, standardized data protocols, and transparent benefit-sharing mechanisms—are essential to elevate the policy relevance and resilience outcomes of Arctic climate data initiatives. Recommendations include the institutionalization of binding data-sharing principles, investment in shared infrastructure with Indigenous data stewardship, iterative monitoring of alignment effects using the proposed model, and further comparative research across regional organizations to generalize the framework.
