Thesis Abstract

This study addresses the persistent fragmentation of regional security cooperation in the Asia-Pacific by designing, implementing, and evaluating a dedicated Regional Security Dialogue Platform (RSDP) that integrates declarative and operational exchanges across states, regional organizations, and non-state security actors. The overarching aim is to enhance situational awareness, reduce misperception, and improve crisis response coordination through a structured, multi-stakeholder dialogue mechanism. Specific objectives are (i) to map existing regional security fora, information flows, and trust gaps; (ii) to design an RSDP architecture combining online deliberation, periodic high-level meetings, and incident-specific working groups; (iii) to implement a pilot platform with a 12-month rolling cycle and 60 participating organizations; (iv) to evaluate platform usability, inclusivity, and decision-support efficacy; and (v) to formulate policy recommendations for scalable deployment across the Asia-Pacific. The study adopts a design, implementation, and evaluation research design framed by the Systems Theory of Security Competence and the Constructivist-Institutional approach to regional order. The population comprises 28 states in the Asia-Pacific, 8 regional organizations (including ASEAN, ARF, and SCO-adjacent bodies), and 22 security-focused non-governmental and academic institutions. A purposive sampling strategy identifies 60 primary participants for the pilot, encompassing government officials, regional organization representatives, military observers, and prominent security analysts. Data collection combines mixed methods (a) qualitative data from in-depth semi-structured interviews (n=40) and focus groups (n=6) with stakeholders; (b) quantitative data from platform usage analytics, including participation rates, response times, and network centrality metrics over 12 months; and (c) documentary evidence from policy briefs, meeting minutes, and scenario exercises. Instruments include a standardized interview guide, a validated usability questionnaire (System Usability Scale) supplemented by domain-specific items, and a survey on trust and perceived legitimacy using a Likert-scale instrument adapted from institutional trust scales. Validity and reliability are maintained through pilot testing (n=8) and triangulation across data sources, with intercoder reliability for qualitative coding (Cohen’s kappa > 0.80). Data analysis employs a mixed-methods approach. Descriptive statistics summarize participation, diversity, and engagement patterns; social network analysis (SNA) is used to identify key actors, subgroups, and information flows (using centrality, density, and modularity measures). Inferential analysis includes multiple regression to examine factors predicting platform adoption and perceived legitimacy, with controls for state power, alliance affiliations, and regime type; ANOVA tests compare usability and trust across stakeholder groups; and thematic analysis of interview transcripts identifies recurrent themes, tensions, and institutional barriers. A convergent parallel design ensures integration of qualitative and quantitative findings to test the robustness of conclusions. The analytical framework also employs a scenario-based evaluation to assess incident-response effectiveness under four modeled crises, with performance indicators including time-to-consensus, interagency coordination quality, and risk-reduction outcomes. Key expected findings include (i) improved cross-cutting information sharing and reduced time to escalation decisions within 24–36 hours for simulated crises; (ii) higher perceived legitimacy and inclusivity among non-state actors leading to broader participation and sustained engagement; (iii) identification of systemic bottlenecks related to data sensitivity, trust deficits, and differing national transparency norms; and (iv) evidence that the RSDP’s modular design enhances resilience to geopolitical shocks by enabling rapid reconfiguration of working groups and information-sharing channels. The study contributes to knowledge by operationalizing a scalable, theory-informed blueprint for regional security dialogue that integrates constructivist legitimacy with systems-oriented coordination, and by providing empirical evidence on the efficacy of hybrid online–offline governance platforms in complex security environments. The main conclusion anticipates that a properly designed Regional Security Dialogue Platform substantially enhances regional security governance by aligning perceptions, accelerating joint understanding of threats, and facilitating cooperative responses, while necessitating continuous governance reforms, clear data-sharing protocols, and sustained trust-building measures. Policy recommendations include (a) formalizing a subset of RSDP outputs into legally or normatively binding confidence-building measures, (b) investing in multilingual, interoperable information systems and data-sharing agreements, (c) establishing an independent, rotating secretariat to mitigate bias and ensure continuity, and (d) institutionalizing periodic evaluation cycles with external peer review to maintain legitimacy and adapt to shifting security dynamics.
