Thesis Abstract

The Indo-Pacific region faces growing strategic fragmentation and rising mistrust among major powers, which threatens regional stability and affects economic integration, security governance, and crisis management mechanisms. This study addresses the gap in practical, implementable regional security governance by designing, implementing, and evaluating a Regional Security Cooperative Framework (RSCF) tailored to the specific security architecture of the Indo-Pacific, with emphasis on interoperability, burden-sharing, and confidence-building measures. The aim is to develop a credible, policy-relevant framework that can be piloted among a core group of five regional states—Australia, India, Japan, the Republic of Korea, and Singapore—with potential expansion to other partners. Specific objectives are (1) to analyze the existing regional security architectures, threat contours, and governance gaps; (2) to design an RSCF comprising a multilateral forum, a security information-sharing protocol, joint crisis-management procedures, and an inclusive confidence-building mechanism; (3) to pilot the framework through a two-phase exercise program including tabletop and simulated naval-crisis scenarios; (4) to evaluate the design and implementation processes against defined performance metrics; and (5) to formulate policy recommendations for scalable adoption and institutionalization. The methodological design integrates a mixed-methods approach. The study employs a sequential explanatory design beginning with a qualitative assessment of regional security needs through 30 elite interviews with policymakers, defense analysts, and regional experts, complemented by 12 focus group sessions with defense practitioners to refine the framework’s components. A quantitative survey of 250 security stakeholders assesses perceptions of credibility, legitimacy, and potential effectiveness of the RSCF. Data collection instruments include semi-structured interview guides, a validated survey instrument, and documentary evidence from official policy papers and military exercises. Validity and reliability are ensured through triangulation, pilot testing of instruments with 20 participants, and inter-coder reliability checks for thematic analysis. The analysis deploys thematic analysis for qualitative data, descriptive statistics and multiple regression analysis to identify determinants of perceived framework legitimacy, and a structural equation model (SEM) to test the relationships between governance features (transparency, information-sharing, joint exercises) and security outcomes (deterrence, crisis response speed, and trust). The core of the implementation phase consists of a two-step exercise program conducted in 18 months a tabletop exercise (TTE) with 45 participants across the five core states to simulate treaty-triggered crisis escalation, followed by a distributed naval-crisis simulation involving 8 ships and allied assets to test interoperability and decision-making under stress. The framework’s evaluation rests on predefined success criteria level of stakeholder buy-in, timeliness of information exchange, adherence to joint procedures, and effectiveness in de-escalation in simulated scenarios. Expected findings indicate high potential for legitimacy and feasibility among core states, contingent on clear information-sharing protocols, balanced burden-sharing, and explicit crisis-management rules that respect sovereign constraints. Regression and SEM results are anticipated to show significant positive associations between transparency and perceived effectiveness, and between joint exercises and crisis-response speed, with moderating effects of regional trust and domestic political support. Contributions to knowledge include (i) a context-specific, operationalizable regional security framework for the Indo-Pacific, (ii) an empirically grounded blueprint for governance features that enhance legitimacy, (iii) an evidence-based evaluation of a pilot program integrating political, military, and civilian security actors, and (iv) methodological insights on how mixed methods can inform design, implementation, and assessment of security cooperation arrangements. The study advances theoretical understanding by integrating realism-inspired risk perception with constructivist legitimacy theories, and by applying a dynamic capabilities lens to partner interoperability and institutional adaptation. It is anticipated to inform regional policymakers, international organizations, and defense establishments seeking scalable mechanisms for crisis management, information-sharing, and collective deterrence. Policy recommendations emphasize phased expansion, codified decision rules, privacy-preserving information-sharing standards, inclusive confidence-building measures, and sustained political will to support long-term institutionalization of the RSCF. The main conclusion posits that a carefully designed, collaboratively implemented RSCF can meaningfully enhance regional security governance in the Indo-Pacific, provided it is underpinned by transparent governance, interoperable procedures, and robust symbolic and operational commitment from core states.
