This study investigates how climate diplomacy shapes Arctic ocean governance in the context of offshore drilling activities in Norway’s North Sea, addressing the tension between fossil-fuel extraction, environmental protection, and regional energy security. It seeks to understand (1) how international climate norms and Arctic governance frameworks influence national policy choices and corporate strategies in offshore drilling, (2) the role of multi-level diplomacy among Norway, the European Union, and Arctic stakeholders in shaping regulatory compliance and risk management, and (3) the effectiveness of climate-related considerations in governing transboundary environmental impacts, seismic surveys, and spill response in Arctic waters. The aim is to assess the extent to which climate diplomacy facilitates or constrains Arctic ocean governance and to identify policy and industry practices that strengthen environmental resilience without compromising energy objectives.
