Thesis Abstract
Climate change has emerged as a predominant global security threat, necessitating robust multilateral cooperation among states, international organizations, and non-state actors to effectively address the complex and transboundary challenges it presents. Despite numerous initiatives and treaties aimed at fostering climate security, the effectiveness and coherence of multilateral cooperation remain inconsistent, often hindered by competing interests, normative divergences, and institutional inefficiencies. This study aims to develop a comprehensive framework for analyzing the dynamics of multilateral cooperation in climate security, with the objective of identifying critical factors that facilitate or impede effective collaboration, proposing mechanisms for strengthening multilateral responses, and contributing to policy formulation for global climate resilience. The research employs a mixed-methods approach grounded in a deductive research design. Quantitative data is collected through a structured survey administered to 150 diplomats, policymakers, and climate security experts from five regional multilateral institutions, including the United Nations Framework Convention on Climate Change (UNFCCC), African Union Commission, ASEAN, EU Climate Action Program, and the Arctic Council. The sampling technique combines stratified sampling to ensure diverse regional representation with purposive sampling to target key stakeholders involved in climate security negotiations. Qualitative data is obtained through semi-structured interviews with 30 select stakeholders and content analysis of policy documents, treaties, and meeting deliberations. Data collection instruments include validated questionnaires and interview guides aligned with the theoretical constructs, ensuring content validity and reliability through pre-testing and Cronbach’s alpha coefficient exceeding 0.8. Data analysis involves multiple analytical techniques. Descriptive statistics delineate participant profiles and general perceptions of multilateral cooperation. Inferential methods, including multiple regression analysis, examine the influence of identified variables—such as institutional capacity, normative alignment, political will, and resource sharing—on cooperation effectiveness. Thematic analysis of qualitative data identifies recurring themes and patterns related to barriers and enabling factors. To underpin the analysis, the study adopts two relevant theories Neoliberal Institutionalism, which emphasizes the role of institutions in facilitating cooperation, and Path Dependency Theory, which highlights how historical institutional arrangements influence current cooperation dynamics. A conceptual model synthesizes these theoretical perspectives, illustrating their interplay in shaping climate security cooperation. Findings are anticipated to reveal that institutional capacity, normative convergence, and diplomatic engagement significantly predict successful multilateral cooperation, while geopolitical tensions, resource disparities, and institutional fragmentation pose considerable challenges. The study expects to demonstrate that effective cooperation necessitates tailored institutional reforms, capacity-building initiatives, and adaptive governance mechanisms that accommodate diverse interests. These insights aim to refine existing conceptualizations of international climate cooperation by integrating institutional and normative dimensions, thereby advancing scholarly understanding and providing actionable policy guidance. The study contributes to knowledge by presenting a novel analytical framework that integrates theoretical insights with empirical evidence, offering a systematic approach for assessing multilateral climate security efforts. It extends existing literature on international cooperation by emphasizing the importance of institutional design and normative compatibility in achieving climate resilience. The main conclusion underscores the critical role of institutional strength and normative alignment in overcoming barriers to multilateral cooperation, advocating for a more cohesive, resource-efficient, and inclusive approach at the international level. Based on the findings, recommendations include the establishment of dedicated climate security coordination platforms within existing multilateral frameworks, enhancement of capacity-building programs tailored to regional specificities, and the development of a standardised normative framework to foster mutual trust. It is further suggested that future research explore longitudinal analyses across different regional contexts and investigate the influence of non-state actors in shaping multilateral climate security cooperation. The study thus provides both theoretical and practical contributions towards strengthening global responses to climate-induced security threats.

This research focuses on understanding how countries work together through international organizations and treaties to address climate security challenges. Climate security involves issues like climate change leading to conflicts, resource shortages, and displacement, which require coordinated global efforts. Despite numerous international agreements, cooperation remains inconsistent, and there is no clear framework to analyze what factors promote or hinder effective multilateral cooperation in this area. This study aims to develop a comprehensive framework that explains how and why countries collaborate on climate security issues.
The research will identify gaps in existing studies, which often focus separately on climate change or security, but rarely on how these two aspects are jointly managed through multilateral efforts. By combining concepts from international relations theories such as Liberalism and Constructivism, the researcher will build an analytical model that explains the dynamics of international cooperation in climate security.
The step-by-step process begins with reviewing relevant literature to understand existing theories and empirical findings. Next, the researcher will develop a conceptual framework based on this review. To gather data, the researcher will analyze case studies of major international climate agreements, including treaties like the Paris Agreement, involving representatives from at least 50 countries. Data will be collected from official documents, policy statements, and interviews with policymakers. The analysis will involve qualitative methods like thematic analysis to identify patterns and factors influencing cooperation, supplemented by quantitative methods such as descriptive statistics to analyze the frequency and types of cooperation instances.
The expected contribution of this study is a new, tested framework that scholars and policymakers can use to assess and improve multilateral efforts in climate security. It aims to provide practical insights into the conditions under which states collaborate effectively. Ultimately, the study will offer recommendations to enhance global cooperation by addressing identified barriers, leading to more resilient and coordinated responses to climate-related security threats.
