The problem centers on whether Lean or Agile configurations yield superior performance across efficiency, responsiveness, and quality metrics in firms with 10–50 full-time employees operating in discrete manufacturing sectors. The aim is to compare the relative and contextual effectiveness of Lean and Agile paradigms and to identify hybrid configurations that may offer superior outcomes under dynamic demand conditions. Specific objectives are to (i) evaluate operational performance indicators (cycle time, throughput, defect rate, and on-time delivery) under Lean and Agile implementations; (ii) assess flexibility and responsiveness through changeover frequency and demand volatility handling; (iii) examine resource utilization, including inventory levels and labor productivity; (iv) explore cultural and organizational determinants that influence adoption success; and (v) develop a contextual framework outlining conditions under which Lean, Agile, or a hybrid approach optimally supports small-scale manufacturers. The methodology adopts a cross-sectional, comparative research design grounded in the Resource-Based View and the Contingency Theory to explain how firm resources and environmental volatility shape mechanism effectiveness. The main conclusion is that no single paradigm universally outperforms the other in small-scale settings; rather, a contingent, hybridized approach—configured to market volatility and internal capabilities—yields superior overall performance. Recommendations include the development of a decision-support framework for selecting Lean, Agile, or hybrid practices based on measured demand variability and organizational maturity, guidance for stepwise implementation to manage transition risk, and policy implications for SME advisory services to foster capability development in lean tools, agile practices, and cross-functional teamwork. Further research is suggested to test the proposed framework across additional regions and manufacturing sub-sectors and to investigate long-term performance trajectories beyond the initial 12-month window.
