The rapid adoption of hybrid work arrangements in small and medium-sized enterprises (SMEs) presents significant implications for performance management, necessitating an integrated system that aligns remote and on-site work with organizational goals. This study addresses the problem of inconsistent performance measurement, communication gaps, and equity concerns arising from disparate practices in hybrid environments, which undermine employee motivation and productivity in SMEs. The aim is to design, implement, and evaluate a hybrid work performance system that harmonizes objective metrics, qualitative feedback, and technological enablers to enhance reliability, fairness, and decision-making in performance management. Specific objectives include (1) developing a theoretical and operational framework for hybrid performance assessment grounded in Goal Setting Theory (Locke & Latham) and Social Exchange Theory; (2) designing a integrated performance system comprising objective productivity indicators, behaviorally anchored rating scales, and continuous feedback mechanisms supported by a digital platform; (3) implementing the system in a sample of SMEs and training managers and employees on its use; (4) evaluating system adoption, user satisfaction, perceived fairness, and impact on performance outcomes; and (5) providing evidence-based recommendations for scale-up and policy implications. The methodology adopts a mixed-methods design within a pragmatic paradigm. The population comprises 60 SMEs across manufacturing and services sectors in a metropolitan region, with an estimated 1,200 eligible employees. A stratified random sampling approach will select 20 SMEs (n=400 employees) for full implementation and 40 SMEs (n=800 employees) as a control group using existing performance practices. The intervention entails a 6-month rollout of an integrated hybrid performance system incorporating (a) objective output metrics tailored to each role, (b) behaviorally anchored rating scales (BARS) for supervisor assessments, (c) a 360-degree feedback component, and (d) a web-enabled dashboard for real-time monitoring and continuous coaching. Data collection instruments include a validated employee engagement and perceived fairness survey (n?1,200 responses pre- and post-implementation), supervisor assessment records, system usability scales, and semi-structured interviews with 40 managers and 60 HR professionals. Additionally, system usage logs will capture engagement metrics (login frequency, feedback cycles, goal updates). Quantitative analyses will employ difference-in-differences (DiD) to assess the impact of the hybrid system on performance indicators while controlling for baseline differences. Regression analyses (multilevel modeling) will examine the relationship between adoption intensity, perceived fairness, and performance outcomes. Theoretically, the study contributes to the literature on performance management in hybrid work by integrating Goal Setting Theory and Social Exchange Theory within a digital-enabled, SME-contextualized framework; empirically, it provides causal evidence on the efficacy of a structured hybrid performance system and elucidates implementation determinants in resource-constrained settings. The study advances knowledge by offering a replicable, scalable model of hybrid performance management tailored for SMEs, including guidelines for system design, change management, data governance, and leadership development. Policy implications encompass recommendations for SME-wide adoption strategies, training curricula for managers, and best practices for ensuring equity across remote and on-site employees. Limitations include potential variation in sector-specific performance measures and the generalizability constrained by geographic focus. Recommendations for future research include longitudinal assessment of long-term impacts, exploration of industry-specific adaptations, and the role of AI-powered analytics in augmenting human judgment within hybrid performance systems.
