This study addresses the gap in aligning performance management systems with small and medium-sized enterprise (SME) constraints by designing and evaluating a hybrid performance-management system that integrates traditional annual review processes with continuous real-time feedback mechanisms to enhance strategic alignment, employee engagement, and operational efficiency. The aim is to develop, implement, and assess a scalable framework that SMEs can adopt to improve performance outcomes while preserving simplicity and cost-effectiveness. Specific objectives include (1) identifying critical features of effective SME performance-management practices through a diagnostic survey; (2) designing a hybrid system that combines objective KPIs, balanced scorecard perspectives, and agile feedback loops; (3) implementing the system in a representative SME sample and training managers and staff; (4) evaluating the system’s impact on performance indicators, employee engagement, and managerial decision quality; and (5) providing a set of implementable guidelines and a validated measurement instrument for future SMEs. The study adopts a mixed-methods research design grounded in the Resource-Based View and Contingency Theory to explore how hybrid performance-management practices influence organizational performance in resource-constrained settings. The population comprises 120 SMEs across manufacturing, services, and retail sectors within a metropolitan region. A stratified random sample of 60 SMEs will be selected, with assessments conducted at two time points pre-implementation (T0) and twelve months post-implementation (T1). Within each SME, key informants will include senior managers (n=2 per firm) and frontline supervisors (n=3–4 per firm), supplemented by employee survey respondents (n=6–8 per firm), yielding a target total of approximately 420 employee respondents and 120 managerial respondents. Data collection instruments will include a diagnostic audit tool, a hybrid performance-management framework questionnaire, quarterly KPI dashboards, and semi-structured interview guides. Instrument validity will be established through content validity by HR scholars and pilot testing in 10 SMEs, with reliability assessed via Cronbach’s alpha (target >0.70) and inter-rater reliability for interview coding (Cohen’s kappa >0.60). Quantitative data will be analyzed using descriptive statistics, paired-sample t-tests, and regression analysis to test the relationship between hybrid system adoption and performance outcomes (operational, financial, and customer-related). Structural equation modeling (SEM) will be employed to assess the mediating role of employee engagement and the moderating effects of firm size and sector. Qualitative data from interviews will be analyzed thematically, supported by a framework approach to triangulate with survey results. A convergent parallel mixed-methods design will enable integration of quantitative and qualitative findings during interpretation. The study will also develop a parsimonious measurement instrument for SME-level hybrid performance-management assessment and a practical implementation guide. Expected findings include (a) the hybrid system yields statistically significant improvements in objective performance metrics (e.g., productivity, delivery reliability, and revenue per employee) and in employee engagement indices; (b) real-time feedback mechanisms enhance managerial decision-making timeliness and alignment between strategic objectives and individual performance; (c) the most influential elements are clear goal-setting, frequent feedback cycles, and lightweight digital dashboards, particularly in micro and small enterprises; (d) contextual factors such as organizational culture and leadership support moderate outcomes. The study contributes to knowledge by providing a theory-informed, field-tested hybrid PM framework tailored for SMEs, bridging a gap between rigid annual reviews and full-scale agile HR systems. It offers a validated measurement instrument suitable for SME contexts and a practical implementation blueprint that addresses resource limitations, change management challenges, and scale-up considerations. The conclusions draw attention to the importance of balancing rigor with usability, showing that a carefully designed hybrid PM system can deliver measurable performance gains without imposing unsustainable administrative burdens on SMEs. Recommendations include formalizing leadership endorsement, investing in scalable digital dashboards, piloting in a single department before firm-wide rollout, and pursuing longitudinal follow-ups to assess long-term sustainability and effect on talent retention.
