The Impact of Diplomatic Interactions on Cold War Era Southeast Asia Alliances

Thesis Abstract

During the Cold War era, Southeast Asia emerged as a critical geopolitical arena characterized by complex diplomatic interactions that significantly influenced the formation, reinforcement, and deterioration of regional alliances. This study addresses the pervasive question of how diplomatic engagements among Southeast Asian nations and external powers shaped regional alliance dynamics during this period, considering the broader implications for regional security and geopolitical stability. The primary aim is to empirically assess the impact of diplomatic interactions on alliance formations and stability in Southeast Asia throughout the Cold War, with specific objectives to analyze the nature of diplomatic negotiations, the role of external actors such as the United States and the Soviet Union, and the implications for regional security architectures. Employing a mixed-methods research design, the study integrates qualitative and quantitative approaches to comprehensively explore diplomatic interactions. The qualitative component involves thematic analysis of archival diplomatic communications, official statements, and policy documents from 1945 to 1991, sourced from historical archives and government repositories. The quantitative component employs a survey of 150 diplomatic and foreign policy practitioners across Southeast Asian countries, complemented by in-depth semi-structured interviews with 30 policymakers and scholars specializing in Cold War Southeast Asia. The population sample includes diplomats, government officials, and academic experts from Indonesia, Malaysia, Thailand, Vietnam, and the Philippines. Data collection instruments encompass archival document analysis guides, structured questionnaires, and interview protocols. Validity and reliability are ensured through triangulation of sources and pilot testing of survey instruments. Data analysis integrates thematic analysis for qualitative data, facilitated by NVivo software, and statistical analysis for quantitative data, utilizing regression analysis and ANOVA to identify correlations and differences in diplomatic interaction patterns across countries and time periods. Structural equation modeling (SEM) is employed to elucidate the relationship between diplomatic engagement variables and alliance stability indices, based on the elaboration of the Waltzian theory of regional security complexes and the realist theory of international relations, which underpin the conceptual framework of the study. The anticipated findings are that proactive diplomatic interactions, characterized by strategic negotiations and multilateral engagements, substantially contributed to the formation and resilience of regional alliances, while hostile or covert diplomatic actions correlated with periods of alliance fragmentation or realignment. The study expects to reveal that external powers' diplomatic strategies, such as American containment policies and Soviet support efforts, played pivotal roles in shaping regional alliance configurations. Further, it is hypothesized that diplomatic interactions mediated by international organizations like ASEAN moderated alliance tensions and fostered regional security cooperation. This research makes a substantive contribution to the corpus of knowledge on Cold War geopolitics, particularly by empirically linking diplomatic behaviors to alliance stability in Southeast Asia. It offers novel insights into the effectiveness of diplomatic diplomacy in conflict mitigation and alliance management within a Cold War context and extends contemporary theoretical understanding of regional security dynamics. The study concludes that diplomatic interactions served as both catalysts and inhibitors of alliance stability, contingent upon their strategic framing and contextual factors. Based on findings, it recommends enhanced diplomatic engagement frameworks that leverage multilateral institutions and confidence-building measures in contemporary regional security architectures. The study further advocates for future research to explore post-Cold War diplomatic evolutions and their influence on current regional alliance patterns in Southeast Asia.
