The preservation and accessibility of colonial-era historical documents in East Africa face increasing challenges due to deterioration, limited access, and the inefficiencies of traditional archiving methods, which hinder scholarly research, policy formulation, and cultural heritage preservation. This study aims to develop a comprehensive framework for the digital archiving and restoration of these vital documents, ensuring their long-term preservation and enhanced accessibility through ICT-driven solutions. The research is guided by specific objectives to assess the current state of colonial-era archives in East Africa, to identify technological requirements for digital archiving and restoration, to evaluate existing digital archiving models applicable within the regional context, and to propose a scalable model tailored to East Africa’s socio-economic realities. Employing a mixed-methods research design, the study combines qualitative case studies with quantitative surveys to gather comprehensive data. The qualitative component involves in-depth interviews with 20 archivists, historians, and ICT practitioners from key institutions such as national archives and museums across Kenya, Uganda, and Tanzania, while the quantitative component surveys 500 users, including researchers and students, to evaluate their needs and access patterns. Data collection instruments comprise semi-structured interview guides, questionnaires, and document review protocols. To ensure validity and reliability, triangulation of sources and pilot-testing of instruments are employed. Data analysis utilizes thematic analysis for qualitative findings, guided by the Theory of Digital Preservation (Liaison Framework) and the Diffusion of Innovations theory to analyze acceptance levels and technological diffusion among stakeholders. Quantitative data are analyzed through descriptive statistics and multiple regression analysis to determine factors influencing effective digital archiving. It is expected that contextual factors such as resource constraints and policy limitations will influence implementation success, necessitating strategic capacity building and policy reforms. This research contributes novel insights into the application of ICT for heritage preservation in low-resource settings, extending current digital archiving models through a context-specific framework suitable for East Africa’s socio-economic and technological landscape. The integration of digital restoration techniques with scalable archiving systems provides a sustainable approach to preserving colonial-era documents, enabling access for a broader audience and safeguarding cultural heritage for future generations. It advances the understanding of digital preservation challenges and opportunities within developing regions, aligning technological innovation with cultural heritage needs. The study concludes that strategic investments in digital infrastructure, stakeholder collaboration, and policy development are vital for the successful implementation of digital archiving initiatives. Recommendations include the adoption of standardized digitization protocols, capacity-building programs for archivists, and the establishment of regional digital archives networks to facilitate resource sharing. Future research should explore longitudinal assessments of digital archiving impacts and the integration of emerging technologies such as blockchain for provenance verification. The findings present a pathway towards resilient, accessible, and technologically advanced preservation systems that are both scalable and sustainable, ultimately contributing to the safeguarding of East Africa’s colonial-era historical heritage through ICT-driven innovations.
