In volcanic-arc mining regions, resource-driven policy environments intersect with community livelihoods, environmental risks, and governance challenges, creating a complex policy landscape that shapes mineral resource outcomes. This study addresses the problem of how mineral resource policies influence social equity, environmental sustainability, and economic resilience within a volcanic-arc mining community by examining policy design, implementation, and perceived legitimacy. The aim is to assess the effectiveness of existing mineral resource policies in balancing resource exploitation with community welfare, ecological protection, and long-term sectoral competitiveness. Specific objectives are (1) to map the policy instruments, regulatory frameworks, and institutional arrangements governing mineral resources in the case study region; (2) to evaluate policy implementation processes, stakeholder participation, and perceived legitimacy among miners, community organizations, and local government; (3) to quantify the relationship between policy stringency, enforcement capacity, and environmental and social outcomes; (4) to identify policy gaps and propose evidence-based reforms aligned with the concepts of resource governance and political ecology; and (5) to develop a policy evaluation framework that can be adapted to similar volcanic-arc settings.
