Urban transport systems in Lagos are under pressure from rapid population growth, dense portside activity, and a large informal freight sector that operates beyond formal regulatory reach. This study investigates sustainable urban transport transitions within Lagos’ informal freight sector, addressing the problem of chronic congestion, emissions, and safety risks arising from unregulated loading, roadspace competition, and outdated vehicle fleets. The aim is to analyze drivers of transition towards more sustainable freight mobilities and to evaluate the potential for policy and operational interventions to catalyze practical improvements. Specific objectives are (1) to identify the key socio-technical factors shaping the adoption of cleaner, more efficient freight transport practices among informal operators; (2) to assess the environmental and mobility impacts of current informal freight flows and potential improvements; (3) to examine governance arrangements, institutional capacity, and stakeholder coalitions enabling or constraining transition; (4) to model feasible transition pathways using a multi-criteria decision framework; and (5) to offer evidence-based recommendations for policy, infrastructure, and incentive design tailored to Lagos’ context. A mixed-methods design will be employed. The population includes registered and unregistered informal freight operators, loading/dispatch points, transport unions, local government agencies, and freight customers in Lagos, with a purposive sample of 240 informal operators and 60 key informants. Data collection comprises structured surveys (n=240), in-depth interviews with operators (n=40) and policymakers (n=20), focus group discussions with freight customers (n=6 groups), and direct field observations at major freight hubs and corridors. Secondary data will be gathered from transport permits, vehicle licensing records, emission inventories, crash reports, and city mobility dashboards.
