The pervasive rise of digital technologies has transformed how individuals engage in civic life, yet the extent to which digital literacy translates into meaningful local community participation remains uneven across socio-economic contexts, potentially widening civic inequalities. This study investigates the impact of digital literacy on civic participation in local communities, addressing the problem that high digital access does not automatically yield active civic engagement or informed participation in local governance. The aim is to determine the relationship between digital literacy levels and civic participation, and to identify mediating and moderating factors that influence this relationship. Specific objectives include (1) to measure digital literacy competencies among adults in urban and peri-urban localities; (2) to assess the frequency and diversity of civic participation activities (e.g., attending town meetings, digital petitioning, community volunteering) and their perceived efficacy; (3) to examine the direct and indirect effects of digital literacy on civic participation controlling for demographic variables; (4) to explore how digital trust, information quality, and perceived institutional responsiveness mediate this relationship; and (5) to propose a model linking digital literacy to civic participation within local governance contexts. A mixed-methods design will be employed. The quantitative strand will use a cross-sectional survey of 1,200 adults aged 18–65 sampled from five municipalities with varying levels of digital infrastructure. Digital literacy will be measured using a validated scale encompassing operational, formal, information, and strategic literacies. Civic participation will be operationalized through engagement indicators such as online and offline participation, issue-specific involvement, and organizational membership, with responses captured on a 5-point Likert scale. Structural equation modeling (SEM) will be used to test direct and indirect pathways, with robustness checks via multi-group analysis to assess regional differences. Complementary qualitative data will be gathered through 40 semi-structured interviews with participants representing diverse socio-economic backgrounds to illuminate contextual mechanisms. The study contributes to knowledge by empirically validating a comprehensive model linking digital literacy to civic participation in local communities, integrating digital citizenship and local governance perspectives, and providing nuanced insights into demographic and infrastructural moderators. Policy and practice implications include targeted digital literacy programs that emphasize critical information appraisal, privacy-preserving practices, and channels that bridge online and offline participation. Practical recommendations advocate partnerships among local governments, educational institutions, and community organizations to co-design accessible digital engagement platforms and to enhance digital trust. The study concludes that boosting digital literacy—not merely access—substantially enhances civic participation and strengthens democratic engagement at the local level.
