The study addresses the persistent inconsistencies in property valuation within urban estates, where divergent methodologies yield substantively different market values, undermining fairness in pricing, taxation, and investment decisions. While traditional cost-, income-, and market-based approaches are routinely taught in estate management programs, their applicability and accuracy in rapidly changing urban contexts remain contested, particularly in mid-density residential estates with heterogeneous asset mixes. The problem is compounded by data limitations, weak linkage between appraisal theory and practice, and the absence of a unified valuation framework that accounting for locational attributes, infrastructure access, and evolving consumer preferences. The aim of the research is to compare the accuracy, reliability, and decision-support value of major property valuation methods in urban estates and to identify conditions under which each method performs optimally. Specific objectives include (i) to assess the predictive accuracy of cost, sales comparison, income capitalization, and automated valuation models (AVMs) across a representative sample of urban estates; (ii) to evaluate the influence of locational factors, infrastructure, and estate management practices on valuation outputs; (iii) to examine the sensitivity of valuations to data quality and parameter choices through robustness testing; (iv) to synthesize a best-practice framework that integrates traditional methods with AVMs to improve appraisal reliability; and (v) to propose policy and professional guidelines to standardize valuation practices in urban estates. The methodology adopts a comparative cross-sectional design, drawing on a population of 1,200 valuation records from 60 urban estates within three metropolitan municipalities over the past five years. Policy implications include recommendations for standardized data collection protocols, enhanced data sharing between estate managers and valuers, and adoption of hybrid valuation models in professional practice.
