Thesis Abstract

Abstract
Property tax assessment is a critical aspect of local government revenue generation in Imo State, Nigeria. This research project aims to examine the property tax assessment system for residential properties in Imo State, focusing on its effectiveness, fairness, and compliance by property owners. The study will investigate the current property tax assessment procedures, including the valuation methods, assessment criteria, and collection processes employed by the Imo State Government. Through a combination of literature review, interviews with relevant stakeholders, and analysis of property tax data, this research will provide insights into the strengths and weaknesses of the property tax assessment system in Imo State. The study will also explore the role of technology in property tax assessment and its potential impact on improving the efficiency and accuracy of assessments. Furthermore, the research will assess the fairness of the property tax assessment system by examining the distribution of tax burdens among different types of residential properties and income groups. By analyzing the relationship between property values, tax assessments, and compliance rates, this study will evaluate the equity of the current property tax system in Imo State. In addition, the project will investigate the level of compliance with property tax laws and regulations among residential property owners in Imo State. By identifying factors that influence compliance behavior, such as tax rates, enforcement mechanisms, and taxpayer perceptions, this research aims to provide recommendations for enhancing compliance and increasing revenue collection for local governments. Overall, this research project contributes to the existing literature on property tax assessment in Nigeria by providing a detailed analysis of the system in Imo State. The findings of this study will have implications for policymakers, tax administrators, and property owners, as they seek to improve the efficiency, fairness, and compliance of property tax assessments in the state. By identifying areas for reform and innovation, this research aims to support the sustainable development of local government finance through property taxation in Imo State and beyond.
